A secondary school diploma or an acceptable combination of education, training and/or experience.
Degree equivalency
Experience operating vessels with outboard motors
Experience interacting with the public and other community stakeholders
Experience with vessel operating procedures, including, operational checklists, and safe boating practices.

English essential
Information on language requirements
Knowledge of Victoria Harbour, including the Port of Victoria Traffic Scheme (PVTS) and other local agencies.
Knowledge of the Regulations for the Prevention of Collisions at Sea (COLREGS)
Knowledge of and familiarity with stakeholders and users of the Victoria Harbour
Values and Ethics – serving through integrity and respect
Thinking things through – Innovating through analysis and ideas
Engagement – working effectively with people, organizations, partners
Excellence through results – delivering through own work, relationships and responsibilities

Ability to communicate effectively orally
Ability to communicate effectively in writing
Ability to resolve conflicts and demonstrate effective interpersonal skills
Ability to interpret rules and regulations, including the Canada Marine Act and the Public Port and Public Port Facilities Regulations.

A Transport Canada certificate of competency (MED A3, SVOP, etc), 60-Ton License, or higher
Possession of a valid small vessel operator proficiency certificate.
First Aid training
*Recent and significant experience in communicating regulatory information or departmental policies to others (including the general public, internal or external stakeholders).

*Recent and significant is defined as approximately one (1) year experience within the last five (5) years.
Experience in developing and delivering information sessions, power point presentations or training sessions.
Experience in Search and Rescue, Law Enforcement or public safety (police, firefighter, Coast Guard, etc)
Experience in the aviation industry and/or airport operations
Experience operating and/or maintaining vessels in a professional capacity
Experience with public consultation and education; public speaking
Selection may be limited to members of the following Employment Equity groups: Aboriginal persons, persons with disabilities, visible minorities, women

Conditions of employment

Reliability Status security clearance
• Willing and able to work overtime, shift work and weekends as required and on short notice.
• Possession of an approved Radio Operators License (ROC MC)
• Possession of a valid Provincial/ Territorial driver’s license.
• Travel by small aircraft and vessels in various weather conditions and over various terrains.
• Board unstable platforms such as boats and floating docks.
