Duties

This position is located at the VA Medical Center in Chillicothe, OH. The Laborer - Shuttle Driver provides transportation for veterans to and from appointments located on station and across the facility campus via indoor/outdoor shuttle and car 1 services.

Major duties and responsibilities include but are not limited to:

• Assists veterans promptly and courteously with transportation services;
• Drives conservatively, announcing stops and answering general questions regarding the location of services provided within the medical center;
• Ensures inside and outside of vehicle are properly cleaned and vehicle is fueled/charged on an ongoing basis;
• Maintains written records of all trips, number of passengers, and departure and arrival time;
• Performs a daily safety inspection prior to use and continuously monitors vehicle condition;
• Documents malfunctioning issues or damages;
• Follows specific regularly scheduled routes and responds to requests for unscheduled pick-ups and drop-offs;
• Assists passengers in boarding and exiting vehicle and assists with loading and unloading passengers items;
• Operates gasoline and/or diesel powered equipment with attachments which operate from behind, underneath, and/or in front of the equipment on level, slopes and hilly terrain; and
• Performs other duties as assigned.

Work Schedule: Monday through Friday, 7:30am to 4:00pm, however, some evenings, weekends and/or holidays may be required.
DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Qualifications

Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C (http://ift.tt/1fuPbMF). For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. PHYSICAL EFFORT AND WORK CONDITIONS: Works indoors and outdoors. May work in inclement weather and may be exposed to extreme weather conditions including, but not limited to cold, snow, sleet, freezing rain, rain, hot weather and dusty conditions while loading and unloading passengers. Must operate equipment in all types of weather and is exposed to the possibility of serious accidents.The incumbent of this position is expected to understand, remember and apply oral as well as written instructions or other information; understand, remember and communicate routine, factual information; understand opposing points of view on transportation issues and to negotiate and integrate different viewpoints; organize and prioritize own work schedule on a short term basis, analyze and interpret data for reporting purposes and understand and follow basic instructions and guidelines.

Work is primarily sedentary while transporting Veterans. Incumbent must be aware at all times of other veterans, staff and visitors in the hallways while transporting veterans and their families. While operating outdoor shuttle, the incumbent follows all road safety laws, maintains proper speed and ensures seatbelt usage of all parties on board. Incumbent will be exposed to all types of weather and takes proper precautions during transports. Light physical effort in reaching, bending, turning or moving hands, arms, feet and legs to operate hand and foot controls. Moderate physical effort may be required in the handling of objects weighing up to 50 pounds. Must be able to assist veterans and passengers into and out of the vehicle, which may involve heavy physical exertion and frequent stooping and bending. The work requires long periods of sitting, walking, standing and stooping. Must be able to move, load and carry materials and supplies. Must be physically able to routinely lift and move items weighing 50 pounds and occasionally items weighing as much as 100 pounds.
