WHAT DOES A CONTRACT SPECIALIST DO? As an IRS Contract Specialist in the Office of Procurement you will apply Federal procurement laws and regulations Department wide to award outside vendors complex and high-profile Federal contracts involving millions of dollars. This entails evaluating proposals, awarding and administering contracts, performing cost/price analyses, negotiating price and technical issues, and preparing contractually enforceable documents. You will conduct strategic analyses of Department requirements to provide input on developing an overall strategic sourcing plan for the Department.
WHAT IS THE OFFICE OF PROCUREMENT (PR) DIVISION: The Office of Procurement provides acquisition services for all Business Units of the IRS and other Bureaus and Offices within Treasury. Our contracting professionals deliver quality service and support throughout the acquisition life cycle, from planning to close out. Our goal as business advisers and partners is to help create agile, innovative contract solutions to ensure the IRS can meet its mission of effective tax administration.

Duties
As a Contract Speciaist you will:

- Conduct pre-award conferences, negotiation sessions, briefings to program offices and management, and debriefs to contractors
- Provide timely, effective contract awards and procurement administration consistent with program needs, procurement regulations and laws, and time frames established within Procurement
- Research and apply various acquisition laws and regulations while giving expert guidance to program offices, stakeholders, and customers in developing procurement strategy and acquisition plan
- Develop policies and implement guidance and controls to improve the procurement program
- Support customers in developing strategic across agencies/bureaus sourcing plan.
- Make and defend business positions orally and in writing, as well as develop and communicate negotiation strategies
- Perform a wide variety of contract administration functions, such as negotiating modifications, resolving delivery and acceptance disputes, processing claims against the Government, responding to protests and developing prescribed protest files, conducting debriefings and performing closeouts, developing and maintain files and documentation, responding with accurate information for a variety of data calls, ensuring vendor’s performance evaluations are completed and input into appropriate systems, responding to and handling protests, terminations, status reports, etc.
- Plan, organize, direct, and review the work of assigned resources, contractors, or matrix resources; plan, schedule and coordinate work operations; plan, review, and adjust budget and financial management activities; plan and carry out training and development; and evaluate project and or program work outcomes
- Review and support the development of Statements of Work and acquisition plans. Determine the appropriate type of contract, assist in the development of independent government cost estimates, conduct market research, identify sources of supply, promote competition, solicit quotes and proposals, evaluate proposals, determine price reasonableness, develop negotiation strategy and negotiate with potential contractors
