Summary

The U.S. Election Assistance Commission (EAC) was established by the Help America Vote Act of 2002 (HAVA). It is an independent, bipartisan commission charged with ensuring secure, accurate and accessible elections by developing guidance to meet HAVA requirements, adopting voluntary voting system guidelines, and serving as a national clearinghouse of information on election administration. EAC also accredits testing laboratories and certifies voting systems, as well as administers the use of HAVA funds.

While the EAC's mission remains unchanged, the current election environment is dynamic. It requires the commission to keep pace by deploying new cutting-edge approaches and establishing thoughtful initiatives that can improve the accessibility, accuracy and security of U.S. elections. For example, on January 6, 2017, the U.S. election infrastructure was designated as "critical infrastructure" operating as a portion of the Government Facilities sector. Since this designation, the EAC has worked to provide subject matter expertise on elections and establish clear lines of communication with state and local election leaders regarding this designation. Additionally, the commission has hosted a series of summits and hearings and produced resources focused on protecting voter rights and guaranteeing voting access for eligible voters with disabilities, Limited English Proficiency, and those who are living overseas or serving in our nation's uniformed services. These initiatives and others like them underscore the EAC's important role in the election community.

Duties

• Develop one new product, internal service, or program every four months.
• Accurately assess needs and current states of organizational components.
• Work as a team with other staff associates to further their builds.
• Help each program area or department progress with each product.
• Prepare reports and training information on new development.
• Attend staff associate trainings and engage in the EAC's community.
• Become trained to serve as a Contracting Officer Representative.
• Interact with the broader federal workforce as required.
• Brief EAC staff and leadership on key issues.
• Prepare information for EAC leadership to use regarding issues key to the Agency.
• Prepare and deliver training and informational presentations.
• Other duties as necessary.

Job Requirements

Key Requirements

• Must be a US Citizen.
• Must be able to pass a background investigation.
• Must be able to obtain and maintain a government-issued credit card.
• May be required to complete a 12-month trial period.

Qualifications

Must have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-9 level in the Federal Service (obtained in either the public or private sector).

This experience must include 1) applying research principles, concepts, practices and methods; 2) making recommendations to senior management to improve program operations; 3) preparing written communications and making presentations to stakeholders, and 4) analyzing efficiencies and effectiveness, 5) measuring performance of organizational components. These examples are not all inclusive.

Preferred Experience: 1) product development; 2) technical experience (coding etc.); 3) development team management; 4) policy drafting; 5) team leadership; and 6) entrepreneurial experience
Bachelors Degree; or advanced degree preferred.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
