This position is temporary and has a Not-to-Exceed date. However, an extension of the appointment may be possible without further competition. The appointment may also end early due to lack of work or funds.
This position is located on a Forest Service unit. The incumbent is responsible for monitoring the daily functions of the visitor center to assure optimum operation as well as disseminating recreation information to the public. The incumbent is responsible for providing visitors with accurate and complete information that pertains to recreational opportunities, educational information, local area information, guides and pamphlets. The incumbent is responsible for the pass and for forest product permit sales, and front desk operations which include the sale of passes and permits, oversight and collection of monies from visitors. The incumbent supervises 20% or less of the time.
This position is located in Region 5 on the Inyo National Forest in Lone Pine, CA.

The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

Duties


Coordinates and directs the daily operations for a visitor facility including the handling of daily receipts, sales, and personnel and building/landscape maintenance. Ensures the visitor center is maintained in accordance with established standards. Develops and maintains procedure manuals for permit desk operations and interpretive service policies and procedures.
Troubleshoots and resolves any problems associated with the visitor facility, personnel, equipment, or sales. The incumbent must schedule service and repair appointments as necessary. Organizes, inventories, and maintains center/program equipment and supplies. Provides input to the budget planning by assisting with the overall estimation of materials, personnel, and supplies needed for work accomplishment. Maintains and updates all visitor center records, reports, and databases. Make recommendations to the supervisor and managers regarding interpretive services, pass and permit operations and procedures to improve the efficiency and effectiveness of the visitor center operations.
Serves as unit collection officer and is responsible for accounting, balancing, reconciling, and accurate record keeping of the visitor center funds. Resolves a wide range of problems relating to cash intake for various pass and permits, such as suggesting specific changes to cash handling procedures and developing control mechanisms for the overall receipt and disbursement process. Reviews cash processing transactions, completes audits, and prepares various reports on the status of funds. Responsible for ordering passes and permits, security and inventory control, sales, oversight and collection of monies. Responsible for inventory and control of various merchandise that is located in the visitor center.
Provides visitors with detailed information in the areas of various permits and pass requirements, trip planning, local area information, ecological and wilderness information. Plans, develops, updates and provides visitors with recreational guides, brochures, and maps that include but not limited to information such as seasonal restrictions, fire danger levels, weather conditions, trail conditions, and recommended equipment etc. Explains safety requirements and regulations to the public of the proper use of the national forest. Plans, creates, and provides presentations for the interpretive displays such as forest management, ecology, and natural and cultural history that will be displayed in kiosks throughout the visitor’s center. Responds to inquiries, questions, and complaints from the general public and other government agencies. Compiles and prepares various reports as requested by the supervisor, managers and other government agencies.
Develops environmental programs and wilderness education programs and presents this information to various groups, adjusting the message for intended audience. Provides support to and assists in the development and administration of environmental education programs for schools, working with school teachers to plan customized programs to meet the objectives of school curricula. Contacts and arranges for presenters who are knowledgeable in the requested program topic. Performs research to verify historical and scientific facts for use in educational programs or in response to specific inquiries. 
Assures that all staff assigned to the visitor service center are trained and fully comply with the provisions of health and safety regulations. Ensures computer use guidelines are strictly followed by all staff members. Conducts monthly staff meetings for all employees.
Prepares staff schedules, coordinates schedules for Forest Service and/or non-Forest Service employees working in the Visitor Center and ensures the performance of daily routines. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work.  Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees.  Hears and resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases.  Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations.
