This Purchasing Agent position is located at the Yakama Service Unit in Toppenish, Washington.  The purpose of this position is to purchase complex and highly specialized services, supplies, and equipment for the Yakama Service Unit.  This position reports to the Deputy CEO.
The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. Duties

• Review purchase requisitions ensuring the adequacy and completeness of specifications and statements of work.
• Determine the most effective purchasing methods and strategies to be applied based on cost, urgency, availability of supplies, and use of mandatory schedules.
• Advise customers on preparing requisitions, developing specifications, identifying qualified sources and interpreting and applying pertinent procurement regulations and policies.
• Administer small purchases that require extensive monitoring and oversight.
• Work with a variety of automated systems such as Oracle Based iProcurement, Procurement Information System for Management (PRISM), United Financial Management System (UFMS), Department Contracts Information system (DCIS) and the Small Business Review System (SBRS).

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social).  You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.
MINIMUM QUALIFICATIONS:
SPECIALIZED EXPERIENCE:  Candidates must show 1-year of full-time specialized experience equivalent to at least the next lower grade level for which they are applying:
For GS-7:  Specialized experience examples include:  initiate the procurement process for purchasing supplies, equipment and services; obtain price quotes either orally or in writing; determine most effective purchasing methods and strategies; review orders for completeness and compliance with requirements; work closely with senior staff in defining clear and concise purchasing requirements; and use a variety of automated purchasing systems. 
For GS-8:  Specialized experience examples include:  purchase complex and highly specialized services, supplies and equipment; use FAR Part 13 for simplified acquisition procedures such as orders against blanket purchase agreements, purchase orders, task/delivery orders and credit card buys; analyze historical price data to determine whether government cost estimates submitted are reasonable and reflect relevant market conditions; determine the most effective purchasing methods; select vendors in accordance with Federal Acquisition Regulations and policy and contact vendors to negotiate terms and conditions; advise customers and potential bidders on procurement processes; develop specifications and identify qualified sources; and review orders for completeness and compliance with requirements.
EDUCATION:
For the GS-07 grade level or GS-08 grade level, as a general rule, education is not creditable; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
