Duties

Joining the Federal Protective Service (FPS) means protecting and delivering integrated law enforcement and protection services to our national critical infrastructure of federal facilities. In this position, you would be responsible for providing expertise in the broad area of accountable personal property management.

In this position your duties will include, but are not limited to the following:

• Provide advice on complex and sensitive personal property issues.
• Provide advice and guidance to responsible employees in applicable regional zones in the areas of personal property disposal principles, systems, policies, processes, and methods in order to function as a technical authority for the utilization, donation, sale and/or disposal of excess personal property.
• Provide a broad range of supply program management, expertise, and in depth procedural guidance and recommendations in supply operations.
• Develop and implement policies for personal property management and ensures that all reporting requirements for headquarters are met.
• Track and monitor personal property projects.

Travel Required

• 25% or Greater
• Overnight travel of 1-5 nights per month may be required.

Qualifications

To qualify for Program Specialist (Property Accountability) position at the GS 9 level, you must meet one of the following requirements:

A.Possess at least one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors): 1) Assisting to maintain property records for an organization; 2) Participating in completing physical inventories for an organization; 3) Reconciling personal property accounting records; and 4) Assisting with solutions to property disposal issues. Note: The contents of your resume must fully and explicitly support this response in its entirety. Otherwise, you will be found ineligible.-OR-

B.I have successfully completed a Master's degree or two (2) full years of graduate level study (36 semester units or the number of units your school uses to describe two graduate years of academic study) leading to a Master's degree or LL.B., J.D., in business administration, economics, accounting, governmental budgeting, public administration or other directly related field that provided the knowledge, skills, and abilities necessary to perform this work. NOTE: Submit a copy of your transcript (official or unofficial) to verify this claim.-OR-

C.I have a combination of specialized experience and graduate education as described in "A" and "B" above. If education is currently described in quarter hours, they may be converted to semester hours by multiplying by 2/3rds. To calculate percentage of qualifying graduate education, divide your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal 100% to qualify using this option. To qualify for the Program Specialist (Property Accountability) position at the GS-11 level, you must meet one of the following requirement:
A. I possess at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level or equivalent in the Federal service: 1) Maintaining property records for an organization; 2) Using established contracting methods to complete contracting activities (i.e. pre-award and post-award); 3) Applying recommended solutions to property disposal problems and projects; and 4) Providing property disposal status reports to management. Note: The contents of your resume must fully and explicitly support this response in its entirety. Otherwise, you will be found ineligible.-OR-

B.I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim.-OR-

C.I have less than one year of experience as described in A and less than 3 years of graduate level education as described in B. However, I have a combination of specialized experience and graduate level education beyond the Master's level that when combined, equals at least 100% of the total requirement.

To qualify for the Program Specialist (Property Accountability) position at the GS-12 level, you must meet the following requirement:
Possess at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-11 level in the Federal Service (obtained in either the public or private sector): 1) Evaluating the effectiveness and efficiency of a property accountability program; 2) Analyzing contracting issues and recommending alternative courses of action; 3) Serving as a technical authority for the utilization, donation, sale and/or disposal of excess personal property; and 4) Providing advice and guidance to managers and employees on personal property issues. NOTE: The contents of your resume must fully and explicitly support this response in its entirety. Otherwise, you will be found ineligible.
For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as "Independent Research"), your resume or attachment memorandum from an academic professor must indicate how each course fulfills the specific education requirement (i.e., state number of semester hours credited, topic of study, grade earned).

NOTE: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
