About the Agency

General Information
This position is year-round. During the school year part-time hours will apply; however, during school breaks and the summer period, full-time hours may apply. The work schedule may be adjusted to meet the needs of the student's schedule.

In order to be eligible to receive consideration for this position, you must be able to: (1) report to the duty station location listed in this vacancy announcement, if selected; and (2) be available to work the schedule identified.

Salary:

GS-05 $17.37 per hour (Step 01) to $22.58 per hour (Step 10);

GS-06 $19.36 per hour (Step 01) to $25.17 per hour (Step 10);

GS-07 $21.51 per hour (Step 01) to $27.97 per hour (Step 10);

NOTE: First time hires to the Federal Government are typically hired at the Step 01.

Eligibility Requirements
In order to be eligible for an appointment under the Pathways Internship Program:

• You must be a student accepted for enrollment or enrolled in a degree or certificate program on a full- or half-time basis as defined by the school (certificate program means post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum); AND
• Enrollment is with a qualifying educational institution such as a high school or state-approved homeschool; or accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum; AND
• Students currently enrolled must be in good academic standing maintaining a 2.0 grade point average on a cumulative basis; AND
• The duties of this position should be related to your academic or career goals.
• You must continue to meet these eligibility requirements throughout the duration of your appointment under the Pathways Internship Program.

Duties

The USGS CALIFORNIA WATER SCIENCE CENTER, located in San Diego, CA is seeking a graduate level student working towards a degree in Accounting, Business, Finance, Economics or Mathematics to gain practical experience in automated accounting systems, reconciling and balancing accounts, invoices and statements, and payment vouchers.

As a Student Trainee (Accounting) you will serve in a trainee capacity, performing routine and recurring development assignments to acquire knowledge and understanding of functions, principles, practices, and methods used in the area of Accounting Technician.

Duties include:

--Auditing statements and reallocating charges.

--Advising on the procedures and regulations of charge cards.

--Maintaining, controlling, and reconciling transactions.

--Verifing bills and invoices against source documents.

--Processing payment vouchers.

--Analyzing transaction documents for adequacy and accuracy of data.

For the GS-05: Applicants must meet one of the following to qualify for the GS-5 level:

A. One year of specialized experience in or directly related to the position to be filled that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-04 level in the Federal service.

Examples of GS-4 level work may include: 1) reconciling monthly register printouts with individual accounting transaction listings; 2) initiating, coding and processing accounting adjustments to transfer charges and achieve proper accounting effect on erroneously recorded transactions; 3) reviewing, classifying and recording disbursement documents, progress payments, discounts, and credit obligations in subsidiary ledgers. For examples 1-3, tasks and assignments were usually standardized, subjected to the same or similar treatment, and presented few problems in identifying discrepancies or necessary adjustments. Exercised initiative in carrying out and completing recurring assignments and resolving routine problems, used judgment in selecting appropriate guidelines and procedures from among a number of specific references, and referred to designated person situations in which existing guidelines could not be applied or required significant deviation. **OR

B. A full four years of progressive, successfully completed education above the high school level in any field for which high school graduation or the equivalent was a prerequisite may be used to meet the qualification requirements for GS-5. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. **OR

C. Equivalent combinations of successfully completed post-high school education and specialized experience may be used to meet the qualification requirements for GS-5. Only progressive education in excess of the first 60 semester hours, 90 quarter hours, or the equivalent (i.e., beyond the first two years) of a course of study is creditable toward meeting the qualification requirements for GS-5.

For the GS-06: Applicants must meet one of the following to qualify for the GS-6 level:

A. One year of specialized experience in or directly related to the position to be filled that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-05 level in the Federal service.

Examples of GS-5 level work may include: 1) analyzing daily error listings for documents not accepted into automated accounting system, isolating sources of error, making corrective entries and reprocessing transactions; 2) computing transportation charges and applicable discounts for each item and total amount for each voucher and initiating journal voucher for adjustment; 3) reconciling monthly listing of accounts payable with the general ledger, researching cause of discrepancy and initiating adjustment action. For examples 1-3, many of the accounting transactions and data were varied due to modifications. Reconciliation of various reports and error listings required good judgment to locate and correct data due to the number of possible sources of error. Detailed instructions were provided on the handling of unusual transactions. Most assignments were recurring and accomplished without detailed supervision. Problems and unfamiliar situations not covered by instructions were referred to a designated authority for decision or help. Work was checked in progress for compliance with instructions. **OR

B. Applicants may substitute successful completion of 1/2 year of appropriate graduate level education (9 semester hours, 13.5 quarter hours, or the equivalent) in a field of study directly related to the work of the position to be filled for the required one year of specialized experience. Graduate education may be credited only when it is clearly directly related to the work of the position to be filled and equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. **OR

C. Applicants may substitute a combination of appropriate specialized experience, as described above, and graduate level education, as described above, to meet the qualification requirements.

For the GS-07: Applicants must meet one of the following to qualify for the GS-7 level:

A. One year of specialized experience in or directly related to the position to be filled that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-06 level in the Federal service.

Examples of GS-6 level work may include: 1) validating, monitoring, controlling and maintaining accounting transactions and records for multiple accounts; 2) reconciling subsidiary ledgers to general ledgers of accounts having a variety of transactions, researching discrepancies between ledgers and making adjustments; 3) maintaining control accounts and subsidiary accounts and processing accounting transactions for a wide variety of functions. For examples 1-3, a designated authority established general priorities and deadlines and provided guidance on unusually involved situations. This level of work involved independently choosing the proper methods and procedures to be followed, resolving problems or questions that arose in routine assignments on the basis of past precedents and procedural guides. **OR

B. Applicants may substitute successful completion of 1 year of appropriate graduate level education (18 semester hours, 27 quarter hours, or the equivalent) in a field of study directly related to the work of the position to be filled for the required one year of specialized experience. Graduate education may be credited only when it is clearly directly related to the work of the position to be filled and equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. **OR

C. A combination of appropriate specialized experience, as described above, and graduate level education, as described above, that is beyond the first 1/2 year of progressive graduate study.

Are There Any Special Requirements For This Position?

• Students who successfully complete the internship program may be eligible for conversion to a permanent appointment or a term (1-4 years in duration) appointment without further competition. Eligibility requirements for conversion: must be a U.S. Citizen; complete at least 640 hours of work experience acquired through the Internship Program (*may waive up to a total of 320 hours under specific conditions); successfully complete your degree or certificate requirements from a qualifying institution; meet the qualification requirements for the position to which you will be converted; meet agency-specific requirements as outlined in the Participant's Agreement; and must have performed successfully in your position as documented through performance evaluations. *NOTE: To learn more about the conditions under which a portion of the work experience hours may be waived, visit http://ift.tt/2orNLQJ.
• If converted to a permanent or term appointment, the anticipated target position will be Accounting Technician with full performance level of GS-07; however, the target position and FPL may change based on the need of the organization at that time. • If selected, you will be required to provide official transcripts &/or letter from the school stating you are enrolled in a degree/certificateprogram on at least a half time basis in good standing and your expected graduation date.
• A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
