What can I expect to do in this role?
• To assist Aggregate Resources and Lands and Waters staff within the MNRF Wawa District with the monitoring and auditing of resource management activities and to administer requirements of the Aggregate Resources Act and regulations, as well as the Public Lands Act and regulations.• These activities will involve assisting with dam management, processing applications under various pieces of legislation (Public Lands Act, Lakes and Rivers Improvement Act, etc.), land ownership and status reviews; processing tenure documents and responding to complaints and inquiries regarding crown land.
Aggregates Program:
• Assists with the review of all licence/permit application information and conducting on site investigations to determine impact and ensuring consistency of proposals within the established District Aggregate Resources program.
• Assists with ensuring compliance with requirements of the Aggregate Resources Act, regulations and policy;
• Assists with the preparation of reports indicating recommendation for approval, denial or modification to the licence application and any conditions;
• Assists with the monitoring of approved aggregate extraction sites, to assess compliance with the Aggregate Resources Act, regulations, conditions and site plans;
• Assists with the investigation of problems related to pits and quarries (including illegal operations);
• Assists with the preparation of regular reports regarding the status of all sites in the district, including annual statistical data on production and compliance.
• Supports District input to policy and program initiatives of Aggregates Section by:
• Assisting with the collection, organization and analysis of data;
• Assisting with identifying deficiencies in data and recommending appropriate acquisition of data;
• Assisting with the organizing, procurement and appropriate display of data (e.g. GIS); and,
• Assisting with the development of planning policies and manuals for use by Ministry , other Crown agencies, municipal governments responsible for aggregate resource planning and management
• Assists aggregate resources staff with communications efforts (e.g. publications, news releases, displays, internet/intranet information);
• Assists in preparing presentations for the District
Lands and Waters Program:
• Assists with the coordination, circulation & issuance of in-water work permits;
• Assists with processing tenure documents and reviews, LUP, LO, CRL,CP;
• Assists with the management of District MNR Dams by checking compliance with dam operating plans. Annual inspections; safety equipment & capital works; road access maintenance; monitoring precipitation and water levels to predict operating needs; manage complaints and issues;
• LRIA approvals - accept/review and assist with processing applications with respect to activities requiring LRIA approvals for new work or improvements to existing works - dams, diversions, water control structures etc.;
• Crown Land Management respond to complaints and inquires; maintain access point signage; property maintenance; comment on tenure for issuing other licences i.e. trapping, baitfish; and
• Assist with Land Ownership and Status Reviews - access, land claims, quit title documents, consent to assign crown lease, consent to mortgage, and land status resolutions - ownership, trespassing, navigability.
• The incumbent shall, while in the workplace, conduct themselves in compliance with the Occupational Health and Safety Act and any workplace practices as directed by their immediate supervisor. The incumbent shall report any hazards of which they are aware to their immediate supervisor.
How do I qualify?
Qualifications:
• Knowledge of lands and waters related legislation and regulations (e.g. Public Lands Act, Beds of Navigable Waters Act, Lakes and Rivers Improvement Act) to participate in long range planning processes, provide technical support and advice to staff and clients on matters such as land ownership and tenure, Crown land surveys, and licensing & permitting requirements;• Knowledge of the Aggregates Resources Act, the Provincial Standards, regulations, policies and other federal and provincial legislation and regulations (Federal Fisheries Act, Environmental Assessment Act, Planning Act, Ontario Water Resources Act etc.); ministry policies, procedures and provincial standards/manuals (Provincial Policy Statement, Mineral resources and Natural Heritage Policy, Class EA requirements); municipal planning processes and the role of industry representatives (i.e. TOARC) to ensure that aggregate extraction proposals/operations are consistent with applicable legislation, regulations, licences/permits, plans, and policies;
• Knowledge of computer software packages including MS-Excel, MS Word, MS Access, ARC/Info to perform a variety of duties such as preparing correspondence and reports, inputting and retrieving data and tracking expenditures;
• Familiarity with property and land management objectives and practices to protect the value of Crown land and water resources by monitoring compliance and evaluating impacts and implications to the public interest;
• Familiarity with aggregate resource management, mineral resources extraction operations and land rehabilitation techniques to assess industry compliance with approved site plans, and;
• Knowledge of worker responsibilities as outlined in the Occupational Health and Safety Act and regulations made under the Act that apply to the workplace and the work being performed.

Eligibility:
• Proof of eligibility to work in Canada;• Has graduated or will graduate from an approved or legally authorized college or university with a degree, postgraduate certificate or diploma within the last four years;
• Candidates are only eligible to participate in one MNRF 18-month placement and must not have participated in the MNRF internship program in the past.
