The primary purpose of this position is to operate the telephone system, which includes 27+ departments with approximately 200+ extensions. Incumbent will also perform clerical and typing duties incidental to the duties of a telephone operator. This position is located at the Chinle Service Unit, Tsaile Health Center, Administrative Services, Security Department, Tsaile, Arizona.
The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. Places and receives incoming local, long-distance, commercial, or government calls
Operates two-way mobile base radio communication to locate and dispatch Security Officers to appropriate parties
Furnishes telephone numbers, extensions, and names from directories and files which are arranged alphabetically numerically or by staff personnel
Alerts the Health Center of all codes: announces via overhead paging system for CODE RED, BLUE, GREEN, AMBER, YELLOW, and CODE BLACK
Types a variety of correspondence, reports, etc. from hard copy and/or handwritten drafts
Works as the telephone operator, deals with complex or emergency situations; operates telephone switchboard; connects calls to appropriate extension or outside parties; deals with all inquiries
Selectee will be subject to a pre-employment fingerprint check.

ESEP appointees typically serve two year trial period.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT(S): Candidates must have had 52 weeks of general experience equivalent to the GS-03 grade level to qualify for the GS-04 grade level GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: FOR GS-04: Successfully completed two (2) years above high school is qualifying. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
