  • Summary

    The Health Division (HD) of the Office of Management and Budget (OMB) seeks applicants qualified to perform as student health budget specialists, in support of the President, the Director of OMB, and other OMB officials.

    As one of five centers of subject-matter expertise within OMB, the Health Division is responsible for Medicare, Medicaid, private health market reforms, and a wide variety of public health and health research programs that are mainly operated under the Department of Health and Human Services (HHS). The Health Division currently manages more than one-fourth of the Federal budget. The Health Division engages in analysis, planning, and policy formulation to improve programmatic quality, efficiency, and financial management, with responsibilities divided among five branches.

    The Pathways Internship Program targets students accepted for enrollment or currently enrolled in a degree-seeking program (diploma, certificate, etc.) in an accredited/qualifying educational institution, on a full or half-time basis. Applicants who do not meet the definition of "student," will not be considered. This is a year-round internship with the intent that the student will work at least 640 hours while still in school in order to be eligible for non-competitive conversion. At the successful conclusion of this program, you may be eligible for non-competitive conversion to a Federal career or career-conditional position. Conversion is not guaranteed.

    The ideal candidate would be someone with a background or an interest in public policy or health care. Students studying public administration, public policy, and/or public health are particularly encouraged to apply. Strong organizational skills, communication (oral and written) skills, analytical ability, and dependability are a must.

    Responsibilities

    The student will serve as a Student Trainee-Data Analyst and will be assigned to OMB's Health Division and will be responsible for a combination of professional, analytic, and administrative work. These responsibilities include but are not limited to:
    • Perform assigned duties in support of OMB's analysis of health insurance programs and policies under the guidance of the branch chief and a senior level Economist.
    • Assignments are based on organizational needs and the opportunity for involvement in specialized or unique aspects of applied health policy analysis including technical health care and economic data and program operations.
    • Work assignments and/or other training opportunities are assigned to provide a bridge from general experience that provides a good basic and general knowledge of the principles of quantitative policy analysis, economics, and related data management techniques to the non-specialized technical, analytical, and judgmental aspects of the health economics and health policy career fields.
    • Research current health policy issues, including conducting literature reviews and identification of survey and other relevant data sets. Synthesizes results of health policy research and disseminates findings to Branch and Division leadership.
    • Assist in conducting quantitative analysis utilizing software such as STATA, Statistical Package for the Social Science (SPSS), and/or Statistical Analysis System (SAS), including assisting with constructing and managing data files. Assists senior staff in producing charts and tables in Excel to effectively present data and results from analyses.
    • Review health policy legislation and prepares detailed summaries. Disseminates and summarizes current news on health policy issues to Branch and Division leadership.
    • Support Division operations and other duties as assigned.
