This position is located in the Department of Homeland Security, United States Coast Guard, Deputy Commandant for Acquisition, Office of Acquisition Support in Washington, DC.

Responsibilities
You will serve as a Management and Program Analyst, responsible for managing the core business and financial management functions for successfully acquiring and delivering new assets and improving existing assets. The major assets are surface, C41SR, (Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance) or aviation-related.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Serving as the air, surface, logistics, system integration and/or C41SR project expert on budgeting and other financial management activities and preparing documents and presenting financial analyses.
Ensuring that operating program objectives are met by monitoring budget allocation and execution.
Monitoring the use and rate of expenditure of budgeted funds in assigned areas through continuing dialogue with program officials and their staff, review of written documents, and examination of accounting records.
Reviewing and preparing budgetary and financial statements and providing interpretations of financial reports, statements, and data.
Performing an analysis of different financial management programs, operations, and activities related to project funding.
Performing budget execution phase functions which include, but are not limited to funds control activities, complying and adapting to the Agency's budgetary guidelines and policies, analytical calculations and ensuring all regulatory procedures for use by acquisition projects are adopted.
Participating in the budget execution process by communicating with program/budget analysts.
Reviewing documents, cost studies, estimates and other documented analyses, as required, and for presenting recommendations to management.

Qualifications
To Qualify for the GS-09: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-07) that is similar to experience gained in the federal sector. Examples of specialized experience includes: reviewing and preparing budgetary and financial statement; performing budget execution phase functions; and monitoring the use and rate of expenditure of budgeted funds; OR
Completed 2 full years of progressively higher level graduate education OR possess a master's or equivalent graduate degree (such as an LL.B. or J.D.); OR
Combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
To Qualify for the GS-11: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-09) that is similar to experience gained in the federal sector. Examples of specialized experience includes: reviewing and preparing budgetary and financial statement; performing budget execution phase functions; monitoring the use and rate of expenditure of budgeted funds; and reconciling obligating documents with organizational accounting system records to ensure that expenses are accurately reflected;
OR
at least one of the following if using education to qualify at this grade level: (A) a Ph.D. or equivalent doctoral degree OR (B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR
(C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
To Qualify for the GS-12: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-11) that is similar to experience gained in the federal sector. Examples of specialized experience includes: reviewing and preparing budgetary and financial statement; performing budget execution phase functions; monitoring the use and rate of expenditure of budgeted funds; and reconciling obligating documents with organizational accounting system records to ensure that expenses are accurately reflected; and performing an analysis of different financial management programs, operations, and activities related to project funding.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
