This Human Resources Assistant position is located in the Headquarters Hiring Operations Division, within the Office of Human Capital (OHC), Recruitment and Hiring Directorate, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will provide human resources (HR) administrative support and perform limited HR duties for recruitment and placement activities to include: reviewing and maintaining records; drafting routine Job Opportunity Announcements (JOA); determining qualifications for low-banded positions; making job offers; providing information; coordinating activities; and responding to standard inquiries. Typical duties include but are not limited to:
Preparing recurring and new Job Opportunity Announcements (JOA) for clerical and administrative support positions for predetermined areas of consideration. Writing draft JOAs using information obtained from the applicable job description(s) and standard qualification requirements.
Evaluating applicants for a wide variety of clerical and administrative support positions. Determining eligibility and ensuring that minimum qualifications are met. Evaluating applications for job related criteria.
Making job offers, coordinating work with others, obtaining necessary documents, coordinating release dates, verifying security requirements, and scheduling physical examinations and drug tests.
Performing a variety of miscellaneous support work such as preparing standard letters and memos; compiling information; and using multiple automated systems.
Explaining basic rules, regulations, and policies regarding employment.
The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band E) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications
To qualify for the SV-E Pay Band (equivalent to GS-7/8), you must have one year of specialized experience equivalent to the SV-D Pay Band or GS-6 in the Federal service or private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities required to successfully perform the duties of the position. Specialized experience is defined as:
Experience dealing with human resources (HR) rules, procedures, terminology, and methods in assisting with recruitment and placement activities (e.g. drafting vacancy announcements, determining qualifications, extending job offers); AND
Experience utilizing automated systems to obtain information and respond to routine inquiries.
To qualify for the SV-F Pay Band (equivalent to GS-9/10), you must have at least one year of specialized experience equivalent to the SV-E Pay Band or GS-8 in the Federal Service or equivalent experience in the private sector. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position , and is typically in or related to the work of the position to be filled. Specialized experience is defined as:
Experience applying human resources (HR) rules, procedures, terminology, and methods in assisting with recruitment and placement activities (e.g., drafting vacancy announcements, determining qualifications, extending job offers); AND
Experience utilizing automated systems to analyze data, process personnel actions, and provide information regarding recruitment and placement issues.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
