Responsibilities
As a Human Resources Assistant (Information Systems) for the Veteran Benefits Administration, Human Resources Center Detroit, MI you will:
Scan, upload, and file employee documents into an electronic Official Personnel Folder (eOPF).
Update data in workload tracking systems.
Process incoming and outgoing mail items.
Dispose of scanned items that have been uploaded according to agency guidelines, while safeguarding the Personally Identifiable Information (PII) of employees and applicants.
Provide customer service to internal and external customers, respond to general inquiries and requests for service.
Provide responses to customers regarding personnel records processing or directs them to the appropriate source.
Perform clerical reviews of official personnel files for new and transferring employees.
Fulfill employees' requests for information such as, but not limited to, requests for Standard Form-50s, routine benefit questions, and staffing inquiries as they relate to OPF management.
Ensure records for individuals with prior service records are requested, received and merged upon receipt.
All other general clerical duties as assigned in support of the Processing & Records team, and Human Resource Services teams.
Answer main phone lines and route calls as necessary.
Work Schedule: 7:00 AM - 3:30 PM, Monday through Friday

Selectees are subject to a background/suitability investigation.

A probationary period may be required.
Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work. The Department of Veterans Affairs provides reasonable accommodations for persons with disabilities.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) performing data entry, reporting and a variety of record keeping duties;(2) performing receptionist duties; (3) preparing correspondence and reports utilizing office software programs.

Applicants may substitute education for the experience required to qualify at the GS-05 level:
Successfully completed education 4 years above high school in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at GS-05. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

Applicants may also combine education and experience to qualify at the GS-05 level.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 75 semester hours of education (i.e. 15 semester hours beyond the second year, which is the equivalent of 25% of the required education) and has 9 months of specialized experience, would have the 1 year combination required for the position.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
