Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:As a Test Administrator, you will administer the Armed Services Vocational Aptitude Battery (ASVAB) Enlistment Test session to determine individual qualifications for enlistment into military service either in written form or via computer.  The incumbent further administers Student Test Sessions at high schools and other educational institutions.  The incumbent may occasionally be asked to conduct related special tests and a valid driver's license and reliable, privately-owned vehicle is mandatory to transport test materials and maintaining security and inventory of the test materials.
You MUST reside within the local commuting area of your assigned duty location.  You MUST be able to cover your assigned duty location and up to 100 mile radius (200 miles round trip) of that location.
This position does NOT provide guaranteed work hours each week, and work will be assigned on an intermittent 'as needed basis" and may require availability on periodic evening and weekend hours.
Salary indicated is a range.  Your actual salary will be based on the duty location you are assigned.
Benefits are limited:  Intermittent employees are eligible for participation in the Federal Employee Retirement Plan (FERS) as well as the Thrift Savings Plan.  They are NOT eligible to enroll in health (except in certain situations), dental, vision or life insurance plans with this position, nor paid vacation or sick days.  In certain situations, based on law, variations to benefits entitlements apply to current Federal employees allowing them to carry over health, dental, vision or life insurance plans.  (See Benefits section for additional information)

Duties:

• Instruct applicants on testing procedures by starting, observing, and timing the test or test segments
• Maintain test room control and decorum with assistance of military recruiters
• Distribute and collect test material, answer sheets, and other test takers' forms
• Maintain enlistment test booklets, student test booklets, and Personal Digital Assistance at the test site
• Safeguard test materials by applying security measures
• Review applicant test admission forms prior to admittance for testing
• Ensure that only scheduled and authorized participants are admitted to the test site
• Perform other duties as assigned

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
General Experience:  One year of general experience.  General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, such as conducting thorough checks to ensure forms are properly completed; distributing and collecting materials whilel accurately accounting for those materials; presenting basic instructions to individual and/or groups and ensuring their understanding of instructions; utilizing automated systems to provide reports/information to others.
This definition of general experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-03).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

• Knowledge of test administration processes and procedures
• Ability to maintain controlled materials
• Skill in communicating

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

Education:  Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR

Combination of Education and Experience:  A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.  To compute the percentage of the requirements, divide your total months of experience by 12.  Then divide your semester hours by 60.  Add the two percentages.

CONDITIONS OF EMPLOYMENT:

• This is an intermittent position which requires employees to work on an irregular basis for which there is no prearranged tour of duty (i.e. not regular part-time nor regular full-time, fluctuating hours when needed).  Pay will depend on actual hours worked.
• You may be required to travel up to 50 percent of your duty time and be able to commute within a 100 mile radius of the duty station to perform testing.
• Selectee must possess a valid driver's license and reliable, privately-owned vehicle in order to conduct test in remote locations or at schools.
• This work requires periods of standing, walking, sitting and driving.  It may involve long days when tests are at remote locations.  Test materials must be carried to and from the examination room.  The amount of test materials carried will vary from session to session, but will rarely exceed 30 pounds per box in weight.
• The nature of this work will require you to drive in all types of weather conditions and for 2 or more hours during the tour of duty.
