The Defense Contract Management Agency serves as the independent eyes and ears of the Department of Defense (DoD) and its partners, delivering actionable acquisition insight from the factory floor to the front line around the world. We are an independent combat support agency within the DoD. We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

Duties

• Serves as a Staff Traffic Management Specialist (TMS) for the Staff and Audit Team, Defense Contract Management Agency (DCMA) Transportation Group.
• Responsible for oversight and review of traffic and transportation shipping documentation; evaluating transportation related contract requirements, providing technical guidance to the contractor; carrier, and DCMA personnel; evaluating contractor compliance with contractual guarantees and determining penalties to be assessed for noncompliance; performing cost studies; monitoring contractor performance under the Contractor Freight Management Procedures (CFMP) program.
• Reviews contractor and transportation officer/management specialist performance under Contractor Freight Management Procedures (CFMP) program and identifies problem areas and prescribes corrective action.
• Accompany applicable Transportation Officer on site visits; recommend site visits to CFMP locations based on risks assessment; document site visits and provide outbriefs to Transportation Director and Team Chief.
• Conducts cost evaluation/price analyses to determine whether contractor/transportation officer/management specialist has complied with transportation requirements such as Minimum Size Shipment, Guaranteed Maximum Size and Weight, and FOB clauses.
• Reviews contractor and Traffic Management Specialist prepared Bills of Lading (BOLs) for technical correctness, compliance with routing instructions, etc., and review automatic data processing products.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09). Specialized experience is defined as: Experience in the transportation and traffic management arena that will provide in-depth knowledge of the transportation program with work that includes, but is not limited to, directing and managing programs to obtain the economical and efficient transportation of freight, skill in the application and analysis of Federal traffic management principles and policies; transportation industry operations, practices and capabilities; special handling or movement requirements associated with hazardous materials and assisting the contractors with proper documentation.

Education can be substituted for experience.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
Applicants must meet basic eligibility requirements such as Time in Grade, minimum qualifications, and other regulatory requirements by the Closing date of the announcement.






Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. ·This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II within 24 months of entrance on duty.
·Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
·Two year trial/probationary period may be required.
·Multiple positions may be filled from this announcement.
·May require overtime work.
·Relocation/Retention Incentive will not be authorized.
·Defense National Relocation Program will not be authorized.
·Ability to communicate orally and in writing.
