The mission of the Architect of the Capitol (AOC) is to serve Congress and the Supreme Court, preserve America's Capitol and inspire memorable experiences. Under the leadership of Stephen T. Ayers, FAIA, LEED AP, the roles and responsibilities of the Architect of the Capitol cover an expansive and diverse portfolio. The AOC is responsible for the maintenance, operation, development and preservation of 17.4 million square feet of buildings and more than 553 acres of land throughout Capitol Hill. The AOC provides a welcoming and educational environment for millions of visitors through the U.S. Capitol Visitor Center and the US Botanic Garden. Duties

The position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Office of the Chief Administrative Officer, Office Services Division. The incumbent serves as an Operational Assistant for Office Services assisting with day-to-day supervision and work activities of the division. The position requires flexibility in work schedule. May work on weekends and holidays as required. Assumes progressively greater responsibilities to reach the full performance level over a gradual period of time.

MAJOR DUTIES:

SUPERVISORY RESPONSIBILITIES (30%)

As a working supervisor, assists with administrative and technical supervisory functions for subordinates as well as work activities. Assigns duties and evaluates performance. Develops the organizational unit’s budget and assists with the daily workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Practices non-discriminatory and non-retaliatory employment actions and prevents unlawful discrimination or harassment based on race, color, religion, sex, national origin, sexual orientation, genetic information, age or disability. Provides for employee skills enrichment through job related coaching, mentoring and training.

Serves as the day-to-day operational supervisor of staff and monitoring compliance related to goals cited in strategic plans and operational programs for the Office Services Division. Provides expertise and insights into programmatic applications, including procurement of administrative supplies and equipment, printing, reproduction, property management, space management, records management, mail service, facilities and equipment maintenance, and transportation.

Assigns work to be accomplished by subordinates, sets and adjusts short-term priorities, prepares schedules for completion of work and approves leave in WEB/TA in the absence of division chief.

OFFICE SERVICES OPERATONS (70%)

Manages the workload that requires complicated administrative controls involving the purchase of supplies and equipment, inventory management, property accountability, vehicle utilization and maintenance, lease agreements for vehicles and property, parking management and responsiveness to priorities of AOC top management officials.

Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives and analyzes program performance data to identify issues and make recommendations for improvement.

Proposes improvements to administrative polices, office procedures, practices and correspondence consistent with the goals of the AOC Strategic Plan. Creates new methods to enhance and streamline operations. Reviews and prepares reports and papers. Develops new ways to resolve problems in meeting established goals and objectives for program effectiveness. Identifies issues, gathers and analyzes information to develop advice and guidance to resolve substantive problems impacting the effectiveness and efficiency of work operations. Assists with training coordination for the Chief Administrative Officer, Chief Operating Officer and Communications and Congressional Relations organizations.

Ensures that program materials conform to AOC brand standards, guidelines, objectivity, style, and presentation.

Assists in Emergency Action Response Planning in the event of emergencies and or closures at the AOC.

Writes reports and communication documents related to areas of responsibility. Gathers, interprets, and analyzes information necessary for reports. Prepares and delivers oral presentations to a variety of audiences within the AOC.

Serves as alternate Records Management and PII Liaison for the CAO to develop and update file plans and procedures for paper and electronic records so that records are organized.

The incumbent must follow all relevant Office of Compliance and OSHA safety rules, regulations, and standard operating procedures. Must utilize knowledge of and comply with all established safety and security rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through courses, to ensure own and direct reports’ adhere to all safety practices and properly use all equipment. Must use all required Personal Protective Equipment(PPE) and ensure that all direct reports know how to use required PPE. Routinely checks to verify that subordinates are using all required PPE.
