This is a Career/Career-Conditional Full-Time appointment.

This position is concurrently open under Announcement Number PW-1547-LAKE-17-10028501-MP for merit promotion eligibles.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

Duties

Coordinates travel and processes travel vouchers. Verifies time and attendance in QuickTime. Prepares and reviews correspondence and technical reports. Keeps calendar and coordinates meetings necessary. Opens and directs incoming mail. Manages the computerized Incident Qualification Computer System (IQCS) for maintaining fire qualifications records and red cards. Follows the 310-1 guideline for ensuring appropriate training, performance and prerequisite jobs, entering completed task books, and records physical fitness testing results. Notifies park Fire Management Officers or park Wildland Fire Training Coordinator of any discrepancy or conflicts with firefighter qualification in the IQCS System. Assists the Fire Management Officers in planning and formulate the preparedness budget. Reviews current year spending, discusses needs for next budget cycle based on plans for changes in programs, prepares funding estimates, edits justifications for accuracy and consistency with park programs; prepares budget submissions, annual operating accounts for base and project funded dollars, project management plans, and work orders to allocate and transfer funds. Reviews with and advises program managers of fire specific funding controls and needs, and other fiscal documents for accuracy and reconciles with actual obligations. Utilizes AFS4 and FBMS. Tracks and controls the flow of correspondence in the fire management office. Types using automated equipment, internal letters, memoranda, and reports for fire staff specialists and other fire staff as needed. Prepares final and draft material of fire management correspondence and reports. Proofs correspondence for grammatical, typographical, punctuation, error, etc. and routes to initiator. Answers telephones, takes messages, forward phone caller to appropriate personnel and coordinates meeting as needed. Daily contact with employees to exchange information.

Duties will be developmental in nature when filled below the full performance level.

Qualifications

SELECTIVE FACTOR: You must show proficiency of a Typing Speed of at least 40 Words per Minute (WPM). You must document your typing speed on your resume or upload a certificate of proficiency dated within the past 3 years. To qualify for this position at the GS-06 grade level, you must possess of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities: organizing and administrative functions of an office; making travel arrangements and preparing travel vouchers; preparing and reviewing correspondence; assisting with budget activities; processing time and attendance records; providing technical and administrative support services; utilizing basic computer skills to navigate through computer software. You must include hours per week worked.

To qualify for this position at the GS-07 grade level, you must possess of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities: organizing and managing administrative functions of an office; making travel arrangements and preparing travel vouchers; preparing and reviewing correspondence; performing budget activities; processing time and attendance records; providing a range of technical and administrative support services; utilizing extensive computer skills to navigate through computer software. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
There is no substitution of education for experience at the grade level(s) of this announcement.

• Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
• You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you
• You will be required to work on-call, evenings, weekends, holidays, overtime and shift work.
• If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
• You may be required to travel overnight away from home up to 2 nights per month.
• You will be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
