Duties

These Health Technician positions will be working within the Ophthalmology/Optometry Clinics of the VA San Diego Healthcare System located at VA Medical Center in San Diego, California. You will perform health technician work of a medical nature subordinate to doctors in the Ophthalmology/Optometry Clinic which provides inpatient/outpatient medical care services to all eligible beneficiaries. Major duties and responsibilities include but are not limited to:

• Assisting in the care and treatment of ophthalmology/optometry outpatients, inpatients, and clinic consultations;
• Operating automated visual field analyzer and obtain ocular coherence tomography (OCT) with Heidelberg OCT instrument;
• Performing ancillary ocular testing/screening to include: unaided/aided visual acuities at distance and near , color vision testing, , tonometry (non-contact tonometry and applanation by Goldmann), pachymetry, Field of Vision, Automated Refraction, measuring axial length with IOL Master and by Immersion, manual keratometry, Pentacam, assisting patients with selection of eye wear, measuring PD's, segment height, ordering selected eye wear, dispensing selected eye wear, adjustments and minor repairs of selected eye wear;
• Maintaining and ordering specialized supplies and equipment pertaining to those used in the unit.

Work Schedule: Full Time, Monday through Friday Shifts may vary 7:00 am - 3:30 pm, 7:30 - 4:00 pm, 8:00 am - 4:30 pm, 8:30 am - 5:00 pm, 9:00 am - 5:30 pm

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications

ENGLISH LANGUAGE PROFICIENCY
In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. The English Language proficiency statement appears on the Assessment Questionnaire.

AND

In addition to meeting the English Language Proficiency, to qualify for this position you must also meet the following Selective Placement Factor.

SELECTIVE PLACEMENT FACTOR
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: "Demonstrated skill measuring visual acuities, performing automated visual fields and ophthalmic photography, conducting diagnostic testing utilizing autorefractor, a-scan ultrasound and Ocular Coherence Tomography."

AND

In addition to meeting the English Language Proficiency and Selective Placement Factor, to qualify for this position at the GS-7 level, you must possess one of the following minimum qualifications.

SPECIALIZED EXPERIENCE
Candidates must have one (1) year of specialized experience equivalent to the next lower grade level in Federal service. Specialized experience is defined as experience that has provided you with the particular knowledge, skills and abilities to perform successfully the duties of the GS-7 Health Technician (Ophthalmology). Qualifying experience includes: Corneal curvature measurements (manual keratometry), color vision testing, Amsler grid testing, Optical Coherence Tomography (OCT) and fundus photography; Determining the probable degree of optical defects of a patient's refractive error requiring correction (such as hyperopia, myopia, and astigmatism); Identifying progressive steps of various ocular diseases; Performing A-scan ultrasounds for axial length measurements; Identifying eye or retinal conditions that require immediate treatment; Measuring visual acuity, near and distance, with and without spectacles for input into patient records; Measuring spectacle data to include sphere, cylinder and
axis by lensometry and/or automated lensometry; and Providing medical and technical services to include
examinations, assessments, triaging and treatment of injuries and disorders of the eye by surgical or medical means.

OR

SUBSTITUTION OF EDUCATION for EXPERIENCE
Successful completion of 1 year of directly related graduate education or an internship in a directly related field as a substitution for experience. This education must have been obtained in an accredited college or university. (Transcripts required.)

OR

COMBINATION OF EDUCATION and EXPERIENCE
An equivalent combination of creditable experience and education as described above to meet the requirements for this position at the next lower grade level. This education must have been obtained in an accredited college or university. (Transcripts required.)

PHYSICAL REQUIREMENTS: The work requires regular and recurring physical exertion. It may involve walking, frequent bending, reaching and stretching to assemble and disassemble equipment, lifting and positioning patients. It may also require carrying, pushing or pulling moderately heavy objects. Duties may require above average dexterity to operate and maintain patient testing equipment. Duties are primarily performed in the Ophthalmology and Optometry clinics. The majority of work time is spent in direct contact with patients. Work is performed in a setting involving regular and recurring exposure to infectious and contagious diseases, odors and other risks which require special health and safety precautions. Protective clothing may be required, as needed, such as gloves, masks, goggles or other appropriate personal protective equipment (PPE). These safety precautions are in addition to normal, daily safety precautions. When preparing the instruments for transportation to Sterile Processing, gown, gloves, full face shield and/or surgical masks are required.
