SPECIALIZED EXPERIENCE
In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Utilizing financial management systems (such as or similar to iRAPT - Invoicing, Receipt, Acceptance and Property Transfer) in order to review workflow transactions and identify missing information needed to process submitted invoices.
- Utilizing financial management systems (such as or similar to Standardized Accounting and Reporting System-Field Level [STARS/FL]) in order to determine the accessibility of required funds.
- Determining accurate payment and invoice data based upon financial source documentation.
- Utilizing knowledge of contractual documents (e.g. contracts, modifications, invoices, refunds, vouchers, acceptance documents, and manually processing payments).

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: successful completion of 4 years (120 semester hours) above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. Possession of the requirements must be verifiable via SUBMITTING A COPY of the complete transcripts, degree, or diploma with your application.
COMBINATION OF EDUCATION AND EXPERIENCE:
Equivalent combinations of education and experience may be combined to meet the total qualification requirements.

A SECRET security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal.
A favorable ANACI (Access National Agency Check and Inquiries) background investigation is required for noncritical sensitive positions with access to network systems.
This is a Financial Management Level 1 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within the prescribed timelines upon hiring.
