About the Position: The US Army Corps of Engineers is the world's premier engineering organization. This position is with the New York District, Engineering Division, Cost Engineering Branch. The New York District office is located in the Jacob K. Javits Federal Building in the heart of lower Manhattan just minutes from Wall Street, Chinatown, Little Italy and SOHO. The building is surrounded by federal, city and state courts, and office buildings. Public transportation is available to and from all New York City boroughs and surrounding areas. New York City, with a population of 8.4 million, is a beautiful, diverse, and vibrant place offering more amenities and diversions than you can imagine. You will serve as a Civil Engineer working under the general supervision of the Chief, Cost Engineering Branch. At the full performance level, you will be responsible to develop cost estimates for large and complex civil works systems and components used in civil/military projects, powerhouses, recreation facilities, navigation projects, local flood protection projects, etc. You will be responsible for resolving conflicts and interpreting regulations and guides.

Duties

As a Civil Engineer in the Cost Estimating Branch some of the duties you will perform at the full performance grade level, GS-12, are as follows:

• Interpret drawings and specifications for a range of disciplines such as civil, architectural, mechanical electrical and structural design to perform quantity take off in the process of developing construction cost estimate.
• Serve as technical advisor to lower graded personnel on estimating problems and coordinates work efforts to produce an integrated project estimate.
• Develop detailed cost estimates from construction contractors' viewpoint.
• Review Architect/Engineer estimates.
• Prepare engineering cost estimates for competitive bidding or negotiation.
• Coordinate cost estimating work with other technical sections.
• Prepare preliminary estimates of cost to determine feasibility of project for funding or budgetary purposes.
• Provide cost information assistance to construction division in change order negotiations with contractor.
• Conduct field trips for site investigations and project studies.
• Recommend cost effective changes to features of work.
• Serve as member of Value Engineering (VE) study team.

Qualifications

In order to qualify, Qualified candidates must identify in their resume that they meet the Basic Requirement AND the Specialized Experience requirements described below.  Your resume must clearly describe your relevant experience.  Your our transcripts are required as part of your application.  Additional information about transcripts is in this document.
Basic Requirement:  The Engineering occupation has specific educational requirements. To qualify, applicants must meet one of the following basic educational requirements and provide supporting documentation for verification.  
A Professional Engineering Degree. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d)thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

A combination of education and experience -- college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional Registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test(e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
OR

2. Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program.

OR

3. Specified Academic Courses - Successful completion of at least 60 semester hours or 90-quarter hours of courses in the physical, mathematical, and engineering sciences and in engineering that included courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A above.

OR

4. Related Curriculum -  Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, architecture, computer science, mathematics, or electronics, may be accepted in lieu of a degree in engineering, provided I have at least one year of professional engineering experience acquired under professional engineering supervision and guidance.


Experience required: IN ADDITION TO THE BASIC EDUCATION REQUIREMENT APPLICANTS MUST ALSO MEET SPECIALIZED EXPERIENCE.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.

GS-11 QUALIFICATIONS: Your resume must describe specialized experience equivalent to the GS-09 grade level in the Federal Service performing the following duties: 1.) Assist senior cost engineers in developing construction cost estimates; 2.) Utilize cost estimating software; and 3.) Assist in development of independent government (federal, state, and/or local) estimates for contracting office.

OR

Some federal jobs allow you to substitute your education for the required experience in order to qualify.  For the GS-11 grade level only, you may qualify if your education meets the definitions below:

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. degree OR a Ph.D. or equivalent doctoral degree with a major course of study in engineering and/or architecture. The number of semester hours required to constitute one full academic year of graduate education is the amount specified by the college or university attended; if this number cannot be obtained from the college or university, 18 semester hours will be considered equivalent to one full academic year.

OR

A combination of the specialized experience as described in the GS-11 Specialized Experience statement above, but less than one year; and more than two years but less than three years of graduate education as described above. To calculate your percentage, divide the number of graduate semester hours completed beyond two years by 18 and divide your total months of qualifying experience by 12. Add the two percentages. The total percentage must equal 100% to qualify.

GS-12 QUALIFICATIONS: No substitution of education for experience is permitted. Your resume must describe one year of specialized experience equivalent to the GS-11 grade level in the Federal Service performing the following duties: 1.) Prepare and review construction cost estimates for civil works and/or military construction based on plans & specifications; 2.) Develop construction schedules using Primavera P6 or similar software; 3.) Develop abbreviated risk analysis and cost and schedule risk analysis; and 4.) Review technical engineering products for procedural requirements.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

• Knowledge of Engineering Principles
• Skill in Project Management Fiscal Requirements
• Skill in Oral and Written Communication
• Knowledge of Cost Engineering Principles and Methods
• Knowledge of Complex Cost Engineering Principles and Methods
• Ability to Work Independently

Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. You must include this information with your application package.
