About the Position: The US Army Corps of Engineers is the world's premier engineering organization. This position is with the New York District, Engineering Division, Cost Engineering Branch. The New York District office is located in the Jacob K. Javits Federal Building in the heart of lower Manhattan just minutes from Wall Street, Chinatown, Little Italy and SOHO. The building is surrounded by federal, city and state courts, and office buildings. Public transportation is available to and from all New York City boroughs and surrounding areas. You will serve as a Civil Engineer working under the general supervision of the Chief, Cost Engineering Branch. At the full performance level, you will be responsible to develop cost estimates for large and complex civil works systems and components used in civil/military projects, powerhouses, recreation facilities, navigation projects, local flood protection projects, etc. You will be responsible for resolving conflicts and interpreting regulations and guides.

Duties
As a Civil Engineer in the Cost Estimating Branch some of the duties you will perform at the full performance grade level, GS-12, are as follows:
- Interpret drawings and specifications for a range of disciplines such as civil, architectural, mechanical electrical and structural design to perform quantity take off in the process of developing construction cost estimate.
- Serve as technical advisor to lower graded personnel on estimating problems and coordinates work efforts to produce an integrated project estimate.
- Develop detailed cost estimates from construction contractors' viewpoint.
- Review Architect/Engineer estimates.
- Prepare engineering cost estimates for competitive bidding or negotiation.
- Coordinate cost estimating work with other technical sections.
- Prepare preliminary estimates of cost to determine feasibility of project for funding or budgetary purposes.
- Provide cost information assistance to construction division in change order negotiations with contractor.
- Conduct field trips for site investigations and project studies.
- Recommend cost effective changes to features of work.
- Serve as member of Value Engineering (VE) study team.

- Occasional Travel
- Up to 20% TDY ravel may be required
