The DHS Cybersecurity Internship Program is specially designed to provide graduate students with cybersecurity-focused assignments and expose students to the field of cybersecurity within the Department. Selected students will support the cybersecurity mission at one of the following DHS components: Customs and Border Protection (CBP), Office of the Chief Information Officer (OCIO), Immigration and Customs Enforcement (ICE), Office of Intelligence and Analysis (I&A), National Protection and Programs Directorate (NPPD), United States Citizenship & Immigration Services (USCIS), United States Coast Guard (USCG), and United States Secret Service (USSS).

This position may be eligible for a non-competitive conversion to a career or career-conditional or TERM (for up to four years) appointment, upon completion of the student's academic degree program and 640 hours of work related experience.

To be eligible for the Pathways Intern Program, individuals must have been accepted for enrollment or be enrolled and seeking a degree (masters, certificate, etc.) or have completed 2 academic years of graduate level education in a qualifying educational institution on a full or half time basis.

THIS POSITION IS NOT TO EXCEED SEPTEMBER 30, 2017, however it may be extended for up to 1 year.

Duties

As a Student Trainee (Information Technology) GS 2299 9/11, your typical work assignments may include the following under supervision:

GS-9

• Conducts risk assessments to identify possible security violations by analyzing computer assets and establishing security requirements based on possible countermeasures to achieve an optimum level of security.
• Executes and analyzes computer security plans and assist with access control techniques such trusted routers, gateways, or firewalls.
• Assists in developing contingency plans designed for computer security emergency response, backup, and recovery operations.
• Implements procedures to ensure protection of information transmitted to the organization, among internal organizations, and from the organization on local or wide area networks, the world-wide-web, or other communications modes.
• Utilizes security products to provide data integrity, confidentiality, authentication, non-repudiation, and access control of the network.

GS-11

• Applies Information Technology (IT) security principles, methods, and security products to pto protect and maintain the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the system's life cycle.
• Evaluates, assess, or locally tests and approves hardware, software, and firmware products.
• Continuously identifies and analyzes threats and vulnerabilities to the information systems to maintain an appropriate level of protection.
• Utilizes current and future multi-level security products collectively to provide data integrity, confidentiality, authentication, non-repudiation, and access control of the network.
• Reports all incidents involving viruses, tampering, or unauthorized system entry to appropriate authority.

Qualifications

GS-9
Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.
NOTE: To be found qualified under this option, you must submit transcripts showing graduate level degree conferred or completion of 2 academic years of graduate level education and proof of enrollment from current educational institution.

OR

One year of specialized experience at the GS-07 grade level that demonstrates experience in applying IT security principles, methods, and tools; threat analysis and/or risk assessments to identify security violations; analyzing security plans and access control techniques; networking monitoring/network defense; and cybersecurity research and technical writing.

OR
A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. GS-11
Completion of all requirements for a PhD or equivalent degree.
NOTE: To be found qualified under this option, you must submit transcripts showing completion of all requirements for a PhD or equivalent degree and proof of enrollment from current educational institution.

OR

One year of specialized experience at the GS-9 level that demonstrates experience in a computer security, threat analysis, risk assessments and analysis; analyzing security plans and access control techniques; networking monitoring/network defense; system software and systems development life cycles including systems documentation, design development, configuration management, cost analysis, data administration, systems integration, and testing; cybersecurity research and technical writing; and mitigating IT security risk.

OR
A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.

Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job). If you have promotion potential in your current position, please provide proof. Employees applying with an interchange agreement must provide proof of their permanent appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Proof of Enrollment for the current semester. This may be documented on your official/unofficial transcripts, a course schedule, an acceptance letter from your university for future enrollment, or an official letter of enrollment from the university registrar's office or a university counselor, as long as your enrollment for the current semester is clearly documented. If you do not provide proof of enrollment for the current semester, you will be disqualified from further consideration.

If you are currently enrolled, but in your last semester/quarter of completing your degree/certificate requirements, you must show proof of continuing education, such as an acceptance letter, or you will be disqualified from further consideration.

Education completed in foreign colleges or universities may be used to meet the above requirements. Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for SECURITY LEVEL clearance as a condition of placement in this SENSITIVITY LEVEL position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
