Duties and functions performed by the SITC Officer play a vital role in APHIS PPQ's mission and program efforts to safeguard US agriculture from plant and animal pests and diseases, with responsibility to identify and verify prohibited and/or non-compliant imported products found at ports of entry and in commerce which are regulated under the import requirements of the Plant Protection Act and the Animal Health Act. The work requires extensive coordination and communication with industry and stakeholders engaged in international trade. Program activities are generally focused on assigned areas of coverage which may include ports of entry and field operations in a diverse range of settings.

Salary Information:  First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected.

APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS. For details click: APHIS Emergency Response

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The duties may include, but are not limited to:

• Responsible for the operational planning, development, implementation, coordination, and evaluation of operations designed to meet the needs of PPQ in the areas of smuggling interdiction and trade compliance. 
• Conducts surveys and inspections of commerce sites (retail and wholesale establishments) to identify prohibited and non-compliant imported agricultural products.
• Serves as technical consultant team leader, and provides operational guidance to PPQ field officers and IES investigators, as well as to officials in other Federal agencies, state cooperators, industry and local law enforcement officials.
• Provides written reports to management on operations and field activities, and conducts formal briefings when appropriate.
• Develops and maintains local networks for gathering intelligence and sharing information, disseminating information concerning suspected violators, entry pathways, seasonal prohibited products, countries of origin, and internal destination markets.
• Based on knowledge of search and seizure authorities, the enforcement process, compliance agreements, permitting needs, and evolving inspection methods, the employee leads local efforts to develop and implement new procedures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.
BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience equivalent to the next lower grade level that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

• Pertinent regulations, policies, and procedures of agricultural quarantine principles and biological and scientific principles, techniques of collection and identification.
• Researching, interpreting and applying regulations for the importation of agricultural commodities/food products.
• Prevention and mitigation of plant and/or animal pests, diseases, and invasive species.

OR 1 year of graduate-level education in biological sciences, agriculture, natural resource management, chemistry, or related disciplines

OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements. For more details click: Superior Academic Achievement

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience equivalent to the next lower grade level that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

• Assessing the potential economic impact of pests and/or diseases on the U.S. agriculture industry through the use of pest life cycles and pest dissemination risk factors.
• Port procedures, broker interface, and shipping and distribution practices related to imported commodities.
• Establishing and maintaining good working relationships with industry representatives and stakeholders.
• Conducting outreach activities and representing the program at meetings internally or with the industry.  

OR 2 years of progressively higher level graduate education in biological sciences, agriculture, natural resource management, chemistry, or related disciplines leading to a masters degree or masters or equivalent graduate degree

Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience equivalent to the next lower grade level that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

• Conducting complex formal evaluations of actual and potential smuggling interdiction and trade compliance risks.
• Using risk analysis to develop the best method for shutting down smuggling pathways
• Participating in efforts to develop and implement new procedures based on knowledge of search and seizure authorities, the enforcement process, compliance agreements, permitting needs, and evolving inspection methods.
• Presenting findings and recommendations to management through written reports or oral presentations.

OR 3 years of progressively higher level graduate education in biological sciences, agriculture, natural resource management, chemistry, or related disciplines leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

Equivalent combinations of education and experience are qualifying for this grade level.

• This position requires specific coursework or a degree in a specific field to be basically qualified.

• If you are qualifying for this position based on Superior Academic Achievement.
• This education must have been successfully completed and obtained from an accredited school, college, or university.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07/09/11 GRADE LEVELS: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Special Conditions:

• Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation
• Successful completion of a 1 year probationary or trial period (if new hire to the Federal service)
• Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty to this position will be the responsibility of the selected employee
• This position is eligible for telework within the local commuting area of the duty location of the position. Employee participation in telework is at the discretion of the supervisor
• Locality pay will vary based upon the selectee’s duty location. A final salary determination will be made upon selection
• The position includes sedentary activities while working at a computer, as well as extended periods of walking and prolonged standing.
• At times, the work requires climbing through shipments of containerized cargo, other conveyances and storage areas (which may be refrigerated, freezing, dusty or hot and stuffy) during interdiction and inspection activities.
• The work also involves frequent travel to and from field activities/locations, ongoing training, and irregular hours.
• The position may also require loading or unloading of contraband, which might involve heavy lifting.
• Long periods of driving based on the assigned geographic area of coverage is likely.
• Work takes place in a wide variety of settings including, but not limited to, offices, warehouses, airports, seaports, border crossings, markets, flea markets, swap meets and weigh stations.
• In some cases the incumbent may be exposed to moderate discomfort due to extreme weather conditions.
