Duties and functions performed by the SITC Officer play a vital role in APHIS PPQ's mission and program efforts to safeguard US agriculture from plant and animal pests and diseases, with responsibility to identify and verify prohibited and/or non-compliant imported products found at ports of entry and in commerce which are regulated under the import requirements of the Plant Protection Act and the Animal Health Act. The work requires extensive coordination and communication with industry and stakeholders engaged in international trade. Program activities are generally focused on assigned areas of coverage which may include ports of entry and field operations in a diverse range of settings.
Salary Information: First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected.
APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS. For details click: APHIS Emergency Response

Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
- Responsible for the operational planning, development, implementation, coordination, and evaluation of operations designed to meet the needs of PPQ in the areas of smuggling interdiction and trade compliance.
- Conducts surveys and inspections of commerce sites (retail and wholesale establishments) to identify prohibited and non-compliant imported agricultural products.
- Serves as technical consultant team leader, and provides operational guidance to PPQ field officers and IES investigators, as well as to officials in other Federal agencies, state cooperators, industry and local law enforcement officials.
- Provides written reports to management on operations and field activities, and conducts formal briefings when appropriate.
- Develops and maintains local networks for gathering intelligence and sharing information, disseminating information concerning suspected violators, entry pathways, seasonal prohibited products, countries of origin, and internal destination markets.
- Based on knowledge of search and seizure authorities, the enforcement process, compliance agreements, permitting needs, and evolving inspection methods, the employee leads local efforts to develop and implement new procedures.
