Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."-OR- have a Combination of education and experience at includes Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law AND have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.-OR- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination -OR-completed the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked in an accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.

In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector OR possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law, AND I meet one of the provisions for Superior Academic Achievement. 1. A standing in the upper third of your college class or major subdivision (e.g. school of business) at the time you apply. 2. A grade point average of "B" (3.0 on a 4.0 scale) or its equivalent for all courses completed; (a) at the time of application; or (b) during the last two years of your undergraduate curriculum. 3. A "B+" (3.5. on a 4.0 scale) or its equivalent for all courses completed in a qualifying major field of study, either:(a) at the time of application; or (b) during the last 2 years of your undergraduate curriculum. 4. Election to membership in one of the national honorary societies (other than freshman societies) that meets the requirements of the Association of College of Honor Societies. Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.90. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. -OR- have one full year of graduate level study in addition to a bachelor's degree in accounting or related field that provided the knowledge, skills, and abilities to do the work of the position. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full time graduate study.
Specialized experience must demonstrate the following: Assisting performing accounting work, including the maintenance of accounting records, preparation, analysis and interpretation of financial statements; reviewing accounting data for accuracy to ensure the integrity of the accounting system; monitoring financial logs to identify errors or trends.

In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector OR have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
Specialized experience must demonstrate the following: (1) assisting in the review of working capital fund budgets and/or funds management to analyze trends that affect program operations; (2) maintaining accounting records and preparing financial reports for review by management; (3) identifying problem transactions to ensure proper posting to appropriate balance sheet and income statement accounts; (4) identifying budget and/or funds management problems and assisting others in offering alternative solutions
