The Defense Health Agency, National Capital Region Medical Directorate (NCR-MD) is the future of Military Medicine- a partnership in World Class Medical Healthcare. The Walter Reed National Military Medical Center, the National Intrepid Center of Excellence (NICoE), Fort Belvoir Community Hospital, Dilorenzo Clinic and the Joint Pathology Center, provide world class medical services to the nation's service members and their families.

About the Position:

This Civilian Pay Technician position is located at Walter Reed Military Medical Center within the Directorate of Resource Management. This position serves as the Senior Customer Service Representative for civilian pay providing technical guidance to over 2400 civilian employees. Walter Reed National Medical Center is the Nation's Medical Center proudly serving military beneficiaries in the Washington, D.C. area as well as those from across the country and globe.

This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level (2) within 2 years of appointment. Failure to obtain and maintain this certification within the required time may subject the incumbent to adverse action.

Duties

You will provide payroll Customer Service Representative Liaison services to over 2400 civilian employees for questions relating to Defense Civilian Payroll System processes, data and reports with a high level of proficiency. Provide technical assistance to command and timekeepers regarding the operations of the online Defense Civilian Payroll System (DCPS). Review and interpret a wide range of payroll law, policy, regulation, directive, DCPS Payroll Advisory Release regarding DCPS application system. Interface verbally and on-line with DFAS payroll technicians to resolve payroll issues such as missing time, leave conversion, special pays or miscellaneous inquiries. Insures all time is input directly into DCPS. You will provide general and technical advice and assistance relative to Defense Civilian Payroll System support policy, planning and procedures. Prepare recurring and special one-time reports. Control security data and maintain records to ensure audit trail records are accurately maintained.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Manage the overview and entry of payroll data into the prescribed automated systems, research and reconcile pay problems, provide technical assistance to employees and timekeepers, regarding attendance entry and time keeping.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
