This vacancy is for the Supervisory Survey Statistician (Field) position in the New York Regional Office located in New York, New York.

The position will be filled as a Temporary Appointment Not-To-Exceed January 31, 2018.

The work schedule for this position is Mixed Tour. With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement.

Duties

The individual selected for this position will:

• Supervise or manage a team of either field or office based employees, including approval of payroll and completion of yearly performance and conduct standards.
• Develop and implement programming specifications which includes monitoring programs design, coding, and pilot testing program developed for commercial statistical software packages to work with existing programs or systems.
• Makes recommendations, and communicates progress of data collection operations to management and other staff, including subordinates.
• Analyze, review, and interpret survey data results and present data results to others outside the work unit or organization in order to minimize cost and increase local knowledge.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS:

Basic Entry Requirements for All Grade Levels:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

NOTE: As indicated in A above credit toward meeting statistical course requirements will be granted for courses in which 50 % of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

Additionally, to receive credit for coursework that is not catalogued on the transcript as Statistics or contain 'statistics' in the course title, applicants must attach an official course description for the course that clarifies that the course has statistical content, or written documentation (documentation must be on official school letterhead) from a professor or a school official verifying that the content of a course has either met the 50% statistics course requirements or was a statistical course if the course name in your transcript is not entitled as statistics.

If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.

B. Combination of education and experience - courses shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, b) collection, computing and analyzing data, and c) applying statistical techniques such as measurements of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

GRADE LEVEL REQUIREMENTS:

In addition to meeting the Basic Entry Requirements above, applicants must have the specialized experience listed below.

Specialized Experience:

For GG-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Experience for this position includes applying standard statistical methods and analyses such as measures of central tendency and dispersion; and collecting data for surveys or studies, as a team member.

OR

You have one full year of progressively higher-level graduate education.

OR

You have superior academic achievement, which is defined as one (or more) of the following: Membership in a national honor society; graduating in the upper 1/3 of the class; earning an undergraduate grade point average (GPA) of at least 2.95 (on a 4.0 scale) in the final 2 undergraduate years completed; earning a cumulative undergraduate GPA of at least 2.95; earning an undergraduate GPA of at least 3.45 in the major field of study during the final 2 undergraduate years completed; or earning a cumulative undergraduate GPA of 3.45 in the major field of study.

For GG-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience for this position includes assisting in the design and development of specifications for data collection and data processing requirements for statistical studies and surveys, applying advanced statistical analytical tools such as regression analysis and measures of variance to socio/economic and demographic data, and assisting in the development of professional papers or reports on such data.

OR

You have completed two years of progressively higher level graduate education leading to a master's degree or you have a master's degree or equivalent graduate degree.

For GG-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience for this position include designing and developing specifications for data collection and data processing requirements, operating procedures, training materials, and operational schedules for statistical studies and surveys; applying advanced statistical analytical tools such as regression analysis and measures of variance to socioeconomic and demographic data, and assisting in the development of professional papers or reports; and coordinating field data collection activities for large scale statistical surveys.

OR

You have 3 full years of progressively higher level graduate education leading to a doctoral degree or you have a Ph.D. degree or equivalent doctoral degree.

For GG-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience for this position include leading a team to plan a statistical survey or study; developing survey and data collection specifications and establishing time schedules for various phases of survey operations; establishing analytical methodology, design sampling and estimation procedures for surveys, and documenting work results and findings; and planning the analysis of the socioeconomic or demographic data developed by the survey or study.

Education cannot be substituted for experience at this grade level.

NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
