About the Position:
Serves as the primary project field office employee responsible for assisting the Lockmaster and staff at Lock and Dam 52 on the practical and technical aspects of office administration. Performs staff work in the areas of office automation, purchasing, property control, personnel actions, data process, reporting, Corps of Engineers Financial Management System (CEFMS) data input and other office operations. Work is performed in support of field operations at a navigational structure within the Ohio River Basin. Serves as liaison with the District Office functional organizations such as CEFMS, human resources, contracting, finance, etc. Receives and relays navigational data via radio, telephone, and computer system linked to other river installations, and the District office regarding precipitation, river stages, gauge readings and other appropriate data. Receives dam operations from other locks and records in appropriate log books.

  • If selected at the developmental GS-06 grade level, eligible for noncompetitive promotion to the target grade once all training, specialized experience, performance, and time in grade requirements have been met.

  • Upon additional management needs and funding approvals, this position may be extended up to a maximum of four years.

Duties


MAJOR DUTIES:  You will serve as the primary project site employee responsible for the review and application of administrative guidelines necessary for project operations.
  • Interprets and applies regulations, procedures, and policies relative to administrative actions in the functions of budget, procurement, property management, personnel reports, and records management, and clerical support.
  • Devises and maintains office files in accordance with the MARKS filing system.
  • Checks e-mail and maintains office calendar of visitors, meetings, vacations, inspections and events.
  • Process project temporary duty (TDY) orders.
  • Researches travel modes and accommodations, performs cost analysis and recommends most efficient method of travel, makes appropriate arrangements. Maintains accounting data on all travel made by project personnel.
  • Conducts the annual training needs survey at the project in support of personnel training needs. Obtains and provides project staff with government or non-government training source information.
  • Serves as project timekeeper in accordance with regulatory guides and use Corps of Engineers Financial Management System (CEFMS). Provides assistance and guidance to staff involved in time keeping activities. 
  • Acts as liaison between employee and district uniform coordinator and uniform supplier regarding complaints, concerns and ordering problems.
  • Takes the lead in developing new methods of automating field office records and trains office staff to take full advantage of automated equipment, software and systems.
  • Projects and estimates fiscal year allocations of contractual and non-contractual commitments and obligations and creates appropriate automated purchase request method in CEFMS.
  • Acts as ordering officer and VISA cardholder to purchase supplies or services under authorized dollar threshold or as an Authorized Receiving Official. As Ordering Officer and VISA card holder determines appropriate method for procurement action, makes purchases the requirement and records them in CEFMS.
  •  As authorized receiving official, ensures that supplies and/or services are received at the quality and quantity requested.
  • Responds to numerous telephone requests for navigation/river information, and complaints from the public, other Government agencies and commercial navigational interest, concerning water levels, river conditions, specific boat movements, status of on-going programs, location of vessels, employment procedures and possibilities.
  • Operates a Marine Band radio to communicate with boat traffic regarding time arrivals and other requests and relays to telephone callers.
