Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.

As a CIS Assistant (OA), you will:

• Responding to written and oral inquiries from the public, other organizations, governmental agencies, Congressional offices; providing non-routine information and assistance on complex applications to applicants/petitioners and/or their legal representatives in response to telephone, walk-in, congressional or other written inquiries on all aspects of immigration and nationality law as it relates to their specific area of responsibility.
• Performing case file analysis and evaluation of cases where adjudication or resolution has been delayed and/or problems encountered.
• Determining basic eligibility for benefits and privileges under the final approval of a senior employee or supervisor.
• Performing appropriate record keeping and reporting tasks to include filing, entering data, maintaining records, completing forms and capturing essential statistical data for monthly reports and assist in the preparation of reports.
• Providing office automation advice, guidance, and assistance to staff.

• You must be a U.S. Citizen or U.S. National to apply for this position.

Qualifications

GS-05: You qualify at the GS-05 level you must possess one (1) year of specialized experience, which is equivalent to the GS-04 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

• Reviewing applications for benefits for accuracy, validity, and proper form and format; and,
• Using various computer software programs to produce office support materials on benefits.

GS-06: In Addition to the requirements at the lower grade level(s), to qualify at the GS-06 level you must possess one (1) year of specialized experience, which is equivalent to the GS-05 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

• Reviewing and screening routine applications and petitions for immigration benefits;
• Using computer indices to determine a subject?s current immigration status; and,
• Providing routine information and assistance on applications for immigration benefits.

GS-07: In Addition to the requirements at the lower grade level(s), to qualify at the GS-07 level you must possess one (1) year of specialized experience, which is equivalent to the GS-06 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

• Providing assistance on complex applications and petitions for immigration benefits to applicants and/or their legal representatives;
• Analyzing and evaluating cases where screening or resolution of requests for immigration benefits have been delayed; and,
• Informing inquirers verbally or in writing of problems encountered and action required.

COMBINING QUALIFYING EXPERIENCE AND EDUCATION: If you do not qualify based on experience or education alone, you may be able to qualify based on a combination of your experience and education. Probationary Period: You may be required to serve a probationary period of 1 year.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59pm (Eastern Time) on the closing date of this announcement 04/03/2017.

Typing: You must be able to type 40 words per minute based on a 5 minute sample with 3 or fewer errors.

General Office Skills: You must possess knowledge of general office automation software, practices and procedures.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
