This position is that of a social worker and is located in Mental Health Services, Naval Medical Center, San Diego, California. The employee provides a comprehensive range of complex clinical services, including psychotherapy to both inpatients and outpatients and their families, through coordinating and implementing discharge plans as a member of the medical/or surgical teams. Such services also necessitate case findings, crisis intervention, screening, review of medical history and current status, psychosocial assessment, referral services and case management prior to, during, and after hospitalization. The position also requires innovative program development and evaluation.

Responsibilities
The successful selectee will perform the following duties:
Independently provide comprehensive social work services in the form of casework and case management by developing discharge plans, for complicated cases, psychosocial assessments and mental status examinations.
Act as a therapist in support groups for medical/surgical and psychiatric patients, including physically abused, terminal and mentally impaired patients.
Conduct quality assessment studies in insure high quality patient care.
Facilitate discharge planning meetings, presenting reports at team conferences, and developing patient education tools.
Actively involved in process improvement as demonstrated by, but not limited to developing tools for monitoring social work effectiveness, implementing groups, data base development and retrieval, developing public relations promotions suitable for Department of Defense wide as well as local audiences, research and publication..

Occasional travel - Travel is dependent upon position description and availability of funding.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Please Note: Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.
Selectee will be required to successfully complete a pre-appointment physical examination.
Selectee(s) must meet any applicable credentialing or privileging requirements prior to appointment.
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must have successfully completed a degree in social work that fulfills all of the requirements for the master's degree in social work from a school accredited by the Council on Social Work Education; OR have successfully completed a master's degree in social work with practicum.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: independently providing social work services involving conventional or complicated cases to patients in areas of mental illness/disabilities, psychosocial assessment, and case management services; independent evaluation of the situation and course of action; use of techniques to establish therapeutic relationships, and use of various skills and professional judgment to help clients face problems.
This position has two selective placement factors that will be used to screen out ineligible candidates. The selective placement factors are: 1) completion of a minimum of two years of full time postmaster's degree supervised clinical social work experience; and 2) possession of a current, active and unrestricted license from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States as a Licensed Clinical Social Worker. Failure to possess both factors documented in your resume or application documents will result in an ineligible rating.
