Responsibilities
This position is located in the Detroit Human Resource Center - Detroit, MI. The Human Resources Assistant, GS-05 is an entry level career development position established to perform duties and responsibilities targeted to the full performance level at the GS-07.
As a Human Resources Assistant for the Veteran Benefits Administration you will:
Interpret and apply an extensive body of Human Resources (HR) rules, regulations, procedures and requirements to perform a variety of support work pertaining to recruitment and staffing; records processing and maintenance; benefits; and the processing of a full range of actions and benefits.
Review and reconcile submitted requests and supporting documentation to determine the appropriate course of action.
Code personnel actions using appropriate Human Resources (HR) guides citing appropriate regulatory authorities.
Research problems that arise with processing personnel actions and determines corrective action.
Use electronic systems to store, retrieve and compute information.
Provide technical support for recruitment and staffing activities including: developing vacancy announcements; answering questions from managers and applicants; analyzing and evaluating qualifications.
Apply knowledge of full range of appointment authorities for a wide variety of clerical, technical, administrative and professional positions.
Communicate written and verbal offers of employment.
Provide guidance for applicants regarding federal employment and job opportunities.
Perform clerical, assistant or technician level work in support of the employee benefit program.
Work Schedule: Monday-Friday 8:00am-4:30pm.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Selectees are subject to a background/suitability investigation.
Selective Service registration is required for males born after 12/31/1959.
A probationary period may be required.
Mandatory 8-week consecutive training session.
Mandatory overtime may be required.
Occasional evening and weekend work may be required.
VSR Skill Certification required at the grade GS-10 level.
Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items such as papers and books. No special physical demands are required to perform the work. The Department of Veterans Affairs makes reasonable accommodations for persons with disabilities.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of the announcement.
For grade GS-05: One year of specialized experience equivalent to the GS-04 grade level in federal or other service is required. Specialized experience for GS-5 may have been gained in areas of administrative support, customer service, and/or clerical support that provided experience with office automation, providing technical advice and maintaining records in a program area.
For grade GS-06: One year of specialized experience equivalent to the GS-05 grade level in federal or other service is required.
For grade GS-07: One year of specialized experience equivalent to the GS-06 grade level in federal or other service is required. Specialized experience is that which equipped you with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as performing a wide variety of interrelated or nonstandard HR support work to plan, coordinate, and develop facts and/or resolve a wide range of support problems in one or more technical/clerical specialties related to staffing, benefits and/or records processing; using various automated programs and ability to use different software packages such as Excel, Word and Outlook; skill in navigating online resources to obtain information, and knowledge of filing and reports management techniques normally associated with a business office environment. OR
Applicants may substitute education for the experience required. GS-05: successful completion of four (4) years (120 semester hours) of education above the high school level leading to a bachelor's degree from an accredited business, secretarial or technical school, junior college, college or university.

Applicants may also combine education and experience to qualify: To calculate, first identify the percentage of required education you have earned; (only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement). One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience that you document, including volunteer experience.
Education
A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Only education or a degree recognized by the U.S. Department of Education from an accredited college, university, school or institution may be used to qualify for Federal employment.
