Serves as a Title VI Program Specialist, directly responsible to the Team Lead and Director of National External Operations Program, for managing various facets of a comprehensive and complex national Title VI of the Civil Rights Act of 1964 (Title VI), Limited English Proficiency (LEP) and Environmental Justice (EJ) Programs. Independently coordinates and develops the FAA’s Title VI, LEP and EJ program and under the direction of the Team Lead and Director of National External Operations Program, promotes, directs, manages, and monitors a variety of programs regarding compliance and technical assistance to external customers and other FAA regional staff. Independently provides advice and assistance concerning the Department of Transportation’s Title VI, LEP and EJ program and Airport compliance with implementing regulations for airports receiving federal grants. Works within the mission of the Office of Civil Rights and within the general framework of policy defined by the Office of the Secretary of Transportation, Director of National External Operations Program, Team Lead, pertinent laws, and regulations. The incumbent serves as a consultant on Title VI, LEP and EJ compliance by administering diverse policies, procedures, authorities, and management and professional approaches that exist among the various Federal, State and local agencies, and industry. Through the exercise of authority from the Director of National External Operations Program and Team Lead, independently ensures the full implementation of core Title VI, LEP and EJ functions, programs, policies, and procedures. Independently provides technical assistance to program stakeholders.

To qualify for this position at the FV-H/FG/GS-12 level, you must demonstrate in your application that you possess one year of specialized experience equivalent to the FV-G/FG/GS-10/11 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to: Knowledge, understanding, and experience in the application of 49 CFR Part 21 in an oversight environment, gathering data, analyzing data and conducting Title VI, LEP and/or EJ related compliance reviews of Federal financial recipients; coordination of and conducting investigations and conciliations of allegations of discrimination and/or non-compliance with Federal regulations and statutes and making recommendations for voluntary compliance including preparing reports for review and approval by management.
To qualify for this position at the FV-I/FG/GS- 13 level, you must demonstrate in your application that you possess one year of specialized experience equivalent to the FV-H/FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
