The Pathways Internship Program is designed to attract students enrolled in a wide variety of educational institutions (ranging from high school to graduate school) with paid opportunities to work in agencies and explore Federal careers while still in school. This program exposes students to jobs in the Federal civil service by providing meaningful development work at the beginning of their career, before their careers paths are fully established.
This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Budget Review Division (BRD). The incumbent is a student trainee in support of the President, the Director of OMB, and other OMB officials. This position is within the Pathways Internship Program which is comprised of students accepted for enrollment or currently enrolled in a degree-seeking program (diploma, certificate, etc.) in an accredited/qualifying educational institution, on at least a half-time basis.
This is a year-round internship and the intent of the position is that the student is able to work at least 640 hours while still in school in order to be eligible for non-competitive conversion. At the successful conclusion of this program, incumbent may be eligible for non-competitive conversion to a federal career or career-conditional position, but conversion is not guaranteed.

As a Student Trainee, your typical work assignments may include the following under supervision:
Support various internal processes related to the collection and compilation of budget information from disparate sources using information systems management tools and performing data analysis as directed by higher graded staff members.
Analyze requirements and assist with implementing application solutions using the appropriate combination of MAX.gov collaboration, data collection, analytical, survey, and authorization tools and capabilities.
Analyze and setup workflow processes that facilitate budget formulation, execution, financial management, acquisition, e-government, regulatory, performance, and other policy process and decision-making activities.
Develop analyses, reports, data cubes, and queries using the MAX.gov analytical tools and SQL (Structured Query Language) to access multiple databases.
Perform quality assurance, testing and benchmarking of the MAX applications.
Troubleshoot technical issues to identify sources of errors and escalate to the appropriate team.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
BASIC REQUIREMENTS: Must be a current student in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.
AND
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:
You may qualify at the GS-05 level, if you fulfill the following qualification requirement:
A. Participation in a 4-year course of study leading to a Bachelor's degree in any field from an accredited or pre-accredited college or university; OR
B. At least 3 years of progressively responsible general experience, 1 year of which was equivalent to at least the GS-04 level in Federal service, that demonstrates the ability to perform office management and administrative functions and/or managing financial spreadsheets; OR
C. A combination of education and experience as listed above.
You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
B. One full year of graduate level education in an accredited or pre-accredited college or university. The education must demonstrate the competencies necessary to do the work of the position; OR
C. One year of specialized experience equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to manage complex financial spreadsheets and/or databases, troubleshoot technical and/or non-technical issues to a resolution, and perform clerical tasks such as arranging meetings, preparing correspondence, and greeting visitors; OR
D. A combination of education and experience as listed above

SUPERIOR ACADEMIC ACHIEVEMENT: Must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
