This vacancy is for an Operations Research Analyst position in the Office of the Director (DIR) located in Suitland, Maryland. The Census Bureau is accessible from the Metro-Rail Green Line - Suitland Station.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval.
Utilize professional knowledge of mathematical, statistical, econometric, and other scientific methods and techniques to perform a variety of cost analysis.
Assist in the development of independent cost estimates for program decision and program restructuring as part of a team.
Select methods and application of data, cost and economic analysis related to the lifecycle of surveys, censuses, and information systems.
Participate in supporting higher level analyst or team by reviewing and analyzing data, estimates and/or reports.

Qualifications
Minimum Education Requirement: Degree: In operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science). In addition to the above requirements, you must possess the following:
Specialized experience for the GS-07: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Examples of creditable specialized experience includes working closely with other Operations Research analysts to use mathematical and statistical techniques, and innovative efforts to develop new cost models address solutions to problems that may totally lack in precedent. Assist in a broad range of weapons system cost related equipment, and force structures.
OR
a) Class Standing - upper third of the graduating class based on completed courses in the college, university, or major subdivision; b) Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; or 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum. If more than 10 percent of total undergraduate credit hours are non-graded, i.e. pass/fail, CLEP, CCAF, DANTES, military credit, etc., you cannot qualify based on GPA; c) Election to membership in a national scholastic honor society (note: freshman honor society cannot be used to meet the requirements of this position). (If qualifying based on class standing or honor society membership, provide appropriate documentation).

3. A combination of education and the type of specialized experience as described above, which when combined would equate to 100%. (To compute, first determine your total qualifying graduate level education as a percentage of the graduate education required; then determine your total qualifying experience as a percentage of experience described above; add the two percentages. The total percentage must equal to at least 100 %.)
Specialized Experience For the GS-09: you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience for this position includes designing, planning and implementing production; developing and running programs using commercial operations research software packages (e.g., CPLEX or GUROBI ) or statistical software packages (e.g., SAS or R) to test potential solutions and experience in problem formulation and data analysis used to prepare progress reports and present data.
OR
Completion of 2 academic years of progressively higher level education leading to a master's degree or equivalent graduate degree.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
