WHAT DOES A CLERK DO? Clerks work in various functional areas within the IRS, therefore your specific duties may vary according to assignments. As a Clerk you will perform various clerical duties such as maintaining records, extracting, sorting, numbering, batching, filing tax returns and related correspondence; receive, open, sort and distribute both incoming and outgoing mail; and screen documents, forms, and letters addressed or routed to various offices.
WHAT IS THE WAGE & INVESTMENT (W&I)DIVISION:
The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. W&I partners with private organizations to provide assistance to such disadvantaged groups as elderly and low-income taxpayers.
Positions are located in the Wage & Investment Division, Customer Assistance Relationship and Education (CARE)/ Media & Publications, Distribution, National Distribution Center in Bloomington, IL.
An intermittent employee works a schedule that may have irregular number of hours and days for which there is no pre-arranged scheduled tour of duty. Hours may be changed by management to meet workload demands
The anticipated start date is mid December - January 2018.

As a Clerk, you will:
- Processes incoming and outbound mail. Duties include loading and unloading mail, opening, extracting and sorting incoming mail; sorting, tagging, labeling and stacking outbound mail. Operates mail equipment such as automated mail opener, scales, photocopier, tabber, and strapper. As assigned, sets up machines for operation, making routine adjustments. Performs routine maintenance and cleaning on equipment operated. Correctly redirects misdirected mail, including taxpayer remittances, to the appropriate IRS location. Receives undeliverable mail and resolves or corrects problem addresses, re-mailing orders within five business days. Corrects the address on the label and expedites the shipment. If the address correction is for a Distribution Program customer, updates the account system address or refers information for account update. Arranges for proper restocking of items that cannot be re-sent.
• Transcribes and/or key verifies a variety of order blanks, standardized documents and correspondence in the Inventory and Distribution System. Identifies missing, incorrect, an unrecognizable data and takes appropriate action to resolve error or refer to others for correction. Inputs survey and account data for specialized customer groups. Recognizes when address correction is needed and performs basic research to identify appropriate postal mailing address. Also transcribes orders from fax, e-mail, and voice message requests. Limits order quantities following IRM guidelines. . Confirms that customer is authorized to receive restricted products. Enters the appropriate revisions for products with multiple available revisions. Selects priority that will meet delivery times specified in PWS standards. Enters the catalog number for the appropriate source-coded product for Distribution Program customers. Sends related products as defined in unit procedures. Refers orders with problems to lead or supervisor.
• Answers multiple telephone lines to receive requests of IRS published products. Inputs orders following established procedures. Refers calls to establish new Distribution Program accounts to the designated Government Program Manager using established procedures. Refers callers who do not speak English, do not need a published product or are not Distribution Program customers to the CAS toll-free number. Notifies supervisor or lead immediately if a threat is received and participates in contact with TIGTA. Notifies customers of order status and expected delivery time. Limits order quantities following IRM guidelines. Enters the catalog number for the appropriate source-coded product for Distribution Program customers. . Confirms that customer is authorized to receive restricted products. Selects priority that will meet delivery times specified in PWS standards. Sends related products as defined in unit procedures.
• Identifies and resolves customer complaints of failure to receive previously requested orders by expediting customer receipt as described in the PWS.
• Distributes order blanks and surveys as directed.
• Performs customer account maintenance including adding, updating, or deleting account number, addresses, and order information.
• Contacts customers who have not responded to order surveys to determine whether they have an order. Inputs the order or deletes the customer from the program as appropriate. Makes address and other account information updates.
