Everyday our Refugee Officers (Security, Vetting, & Program Integrity) maximize USCIS initiatives to protect national security detect, assess, deter, and eliminate fraud, represent USCIS interests and collaborate with interagency law enforcement and intelligence community partners to develop and enhance strategies in the application of U.S. Immigration and Nationality laws, regulations, policies and programs.

This position of REFUGEE OFFICER (SECURITY, VETTING, & PROGRAM INTEGRITY) starts at a salary of $54,972 GS-09 Step 01 grade level, with promotion potential to$103,639 GS-12 Step 10 grade level. Shift work: This position may require shift work.

Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. Relocation expenses for USCIS employees assigned to an OCONUS location will be considered on a case-by-case basis.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.

As a REFUGEE OFFICER (SECURITY, VETTING, & PROGRAM INTEGRITY), you will:

• Assist with the revision of and coordinate SVPI-related operations, policies, procedures, guidance, and other requirements to various stakeholders within RAD, RAIO, FDNS, and external parties across inter-agency communities for National Security and program integrity related Refugee adjudications.
• Review applications for refugee status to determine benefit eligibility; review and adjudicate requests for review of final determinations, and conduct interviews of applicants to determine eligibility to the U.S. Refugee Admissions Program.
• Maintain a current and working knowledge of country conditions pertinent to refugee populations and countries that are relevant to the applications being adjudicated. Interpret and provide advice and guidance on Immigration, Nationality and other pertinent bodies of law, policy and procedure.
• Conduct preliminary investigation of cases, make recommendations on security check vetting for applicants for immigration benefits, utilize and generate intelligence information concerning refugee applicants, populations, and trends in refugee fraud and violations of law.
• Assist with the developing of innovative approaches leveraging inter/intra agency assets to maximize the effectiveness of refugee program integrity and related matters.
• Assist in additional projects as assigned, such as, responding to congressional inquiries, development and presentation of training materials, updating web based resources, drafting policy documents, statistical analysis of program trends, review of fraudulent applications and referring for further investigation and logistics and planning activities.
• Conduct In-Field Training for new refugee officers, and identify emergent training needs and effective case examples for enhancement of necessary SVPI policies.

Qualifications

GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, equivalent to at least the GS-07 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

• Assisting individuals applying for refugee, asylum or other immigration benefits by examining documents for authenticity.
• Researching and analyzing appropriate refugee, asylum or other immigration information.
• Responding to general inquiries regarding refugee, asylum or other immigration benefits and entitlements.

OR

• You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

GS-11: In addition to the qualifications at the lower grade level, you qualify at the GS-11 level if you possess one (1) year of specialized experience, equivalent to at least the GS-09 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. In addition to the requirements of the lower grade level, you must also have experience performing the following duties;

• Making final determinations on non-sensitive, routine refugee, asylum or other immigration benefit requests that involve determining applicant credibility, analyzing evidence, and applying statutory requirements, regulations and judicial and administrative precedents.
• Utilizing and generating intelligence information concerning trends in refugee fraud and violations of law and designing and implementing quality assurance methods

OR

• You may substitute a doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M., if related, for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours; such education must demonstrate the knowledge, skills and abilities necessary to do the work.

GS-12: In addition to the qualifications at the lower grade level, you qualify at the GS-12 level if you possess one (1) year of specialized experience, equivalent to at least the GS-11 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. In addition to the requirements of the lower grade level, you must also have experience performing the following duties:

• Making final determinations on complex refugee, asylum or other immigration cases involving eligibility for protection and resettlement.
• Establishing identity and determining eligibility for benefits by analyzing facts, examining documents for authenticity, and researching and analyzing appropriate information, law and country conditions.
• Adjudicating difficult and sensitive immigration benefit cases that are discretionary, precedent-setting, have high visibility and are important to the agency.
• Writing final determinations with legal analysis to support decisions.

Training: If you have not already done so, you will be required to attend the residential, paid RAIO Combined Training course and the Division-specific course(s) that relate to this position, at a USCIS training facility. These courses will last approximately seven weeks, and may, in some cases depending on the position, last up to eleven weeks. In addition, if you have not already done so, you will be required to attend the residential, paid BASIC Immigration Officer training program, lasting approximately six weeks, at a USCIS training facility. The trainings must be completed successfully according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.

Writing Sample: A writing assessment may be required for this position.
Probationary Period:You may be required to serve a probationary period of 1 year.
