Qualifications are in accordance with requirements in Handbook 27-PM.
Applicants must meet all qualification and eligibility requirements by the closing date in the announcement, including the following specialized experience and/or education, as identified below:
You may start at the CO-05 level if you have one of the following qualifications:
A 4-year course study leading to a bachelor’s degree or a bachelor’s degree in finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law and statistics, or another field related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology from an accredited college or university; or Three (3) years of progressively responsible general experience, 1 year of which was equivalent to at least the CO-4 or GS-4, that required (1) gathering and analyzing facts and figures, and presenting the information or conclusions in clear oral and written language; or (2) that provided a knowledge of the principles of financial analysis or of insurance laws, such as contract property, life casualty or marine insurance; OR
A combination of education and experience as listed above.
You may start at the CO-07 level if you have one of the following qualifications: A Superior Academic Achievement:
A bachelor’s degree in finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law and statistics, or another field related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology from an accredited college or university With either: 1) a grade point average (GPA) of 3.0 based on a 4.0 scale; 2) a 3.5 GPA based on a 4.0 scale for required courses completed in a major field of study during the last two years of undergraduate study; 3) class standing of upper third of the graduating class in the college, university, or major subdivision of the college; 4) membership in a National Scholastic Honor Society certified by the Association of the College Honor Societies, excluding freshman honor societies; OR
One year of specialized experience equivalent in difficulty and responsibility to the CO-5 or GS-5 level in the County service or private sector equivalent that demonstrates basic knowledge of loan examining and/or servicing principles, procedures and techniques as they apply to investigation, analysis, and evaluation of financial factors and credit risks in relation to granting and servicing of agricultural loans. Experience may have been gained in such work as assisting in reviewing and passing upon applications for agricultural loans; servicing an agricultural loan portfolio of a bank or other loan association; or similar work. In addition, this experience must demonstrate basic knowledge of farm operations, land use of value, production of various crops and livestock, and prices and markets in the farming area where loans are made and serviced; OR One year of graduate education from an accredited college or university with a major in finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law, statistics, or another field related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology; OR
A combination of education and experience as listed above.
You may start at the CO-09 level if you have one of the following qualifications:
Two full academic years of progressively higher level graduate education or master's or equivalent graduate degree from an accredited college or university with a major field of study in finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law, statistics, or other fields related to the position, such as agriculture, agriculture economics, farm, livestock or ranch management, or rural sociology, OR
One year of specialized experience equivalent in difficulty and responsibility to the CO-7 or GS-7 level in the Federal service or private sector equivalent. Experience that demonstrates competence in agricultural loans. Experience may have been gained in such work as reviewing and passing upon applications for work. Experience that demonstrates knowledge of credit principles and practices to assess the fundamental soundness of individual loans by independently examining application , supporting documents, and credit reports, and maintaining servicing activities on small agricultural loans, experience must demonstrate knowledge and understanding of farm operations, land use and value, production of various crops and livestock and prices and markets in the farming area where loans are made and serviced, OR
A combination of education and experience as listed above.
Educational Qualifications:
- College Transcript: If you are qualifying based on education at the CO-5, CO-7 or CO-9 levels you must submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.

A favorable adjudication of the clearance or background investigation at the time of appointment and on reinvestigations is a condition of employment.
