Duties

This position is located in the Facilities Management Service of the VA Medical Center in East Orange, NJ. Duties include but are not limited to the following:

• Operating and maintaining a computer controlled central air conditioning system, other related air conditioning systems, and all utility systems for the hospital;
• Responding to call for temperature control and emergencies regardless of trade;
• Utilizing the Building Management Systems (BMS) to review alarm status and ascertain alarm conditions, develop custom report logs, and generate system graphics;
• Reviewing remote temperature, differential, and humidity sensing points to control differential temperatures;
• Monitoring automatic restart, remote start-stop, and remote reset programming;
• Monitoring and performing maintenance, adjustments, and repairs on chillers, air handlers, utility systems, and related equipment;
• Performing operator maintenance on systems by changing filters, cleaning strainers, replacing belts, servicing pumps, lubricating components, etc.;
• Making rounds for observation, recording data, and making operational adjustments;
• Logging and reporting any irregularity in the operation of the systems and equipment;
• Detecting and troubleshooting equipment malfunctions and making minor adjustments and/or repairs;
• Performing repairs in emergency situations;
• Maintaining hand tools, instruments, and equipment and keeping work and shop areas clean;
• Performing related duties as required.

Work Schedule: Rotating with nights, weekends, and holidays.

Qualifications

Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C (http://ift.tt/1fuPbMF). For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL EFFORT AND WORK CONDITIONS: The Air Conditioning Equipment Operator may on occasion have to bend, stoop, crawl, sit, climb, and work in uncomfortable positions for extended periods of time. Work may be performed from ladders and occasionally over operating equipment. The Air Conditioning Equipment Operator occasionally lifts objects over 50 pounds and using chain hoists when lifting heavier objects. Work is generally performed indoors with adequate light and ventilation. Occasionally, work is performed outside where the Air Conditioning Equipment Operator is subject to a variety of weather conditions. Work environments may be hot, cramped, and dirty with temperature extremes of 100 degrees and above. The Air Conditioning Equipment Operator is exposed to the possibility of burns while working on steam and hot water equipment. The noise level is often high, sometimes requiring hearing protection to prevent hearing loss and other protective equipment such as goggles, gloves, and masks may be needed periodically. The Air Conditioning Equipment Operator is subject to noxious gases, cuts, bruises, falls, and scrapes, and occasionally works in contaminated areas and is exposed to communicable diseases when changing filters, etc.
