This position is located in the Area Offices of USDA APHIS Veterinary Services, National Import Export Services (NIES). The incumbent serves as Program Assistant with responsibility for performing and conducting a variety of support work in the area of budget, fiscal, administrative record keeping, procurement, travel, fleet management and property management. The incumbent’s primary responsibility is to support and assist the Administrative Officer (AO) in the development and tracking of the area offices budget for all funding sources. The funding is generated from a combination of Federal funding, including, but not limited to allocated funds, CCC funds, grants, trust funds, and user fee revenue. Separate accounts are kept for each fund code.
Salary Information:  First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected.

Intermittent Work Schedule:  Majority of work will be on an as needed (intermittent) basis.  May work part time or full time occasionally, but no minimum amount of hours are guaranteed.

APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS. For details click: APHIS Emergency Response

Duties


The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The duties may include, but are not limited to:
  • The incumbent, working with the Administrative Officer (AO), Area Veterinarian in Charge (AVIC) and the Eastern Region Office (ERO), develops budget requests for each Cost Center within each Area of Responsibility within the structure.
  • The incumbent reconciles, updates spending plan ledgers, and pull ACMS reports for Status of Funds (SOF) Evaluation and Analysis.
  • The incumbent works with AO to create and maintain Employee Salary Projections, Commitment, Planned, and Adjusting ledger records; reconciles payroll and non-payroll related transactions; and pulls ACMS reports to assist with SOF review and analysis, coordinates import/export administrative functions with other states and maintains tracking systems, analyzes patterns, recognizes emerging trends, and alerts AO to possible
    controversies or program deficiencies.
  • The incumbent must complete proper Financial Systems training and access requests for ACMS, FMMI, IAS System Access, TUMS Access and User Fee System Access.
  • The incumbent maintains internal controls for safeguarding funds through user fee certifications and audits by ensuring the User System User validation processes have been completed.
  • The incumbent will serve as backup for timekeeper and travel management duties.
  • The incumbent will manage personal property acquisition assigned.
  • Under the general direction of the AO, the incumbent will assist in procurement by submitting requisition for budget approval; enter and approve invoices in IPP; deobligating funds as appropriate; ensure appointed cardholders are properly trained; review and approve as appropriate card transactions in Access on-line; run and review monthly reports; and ensure goods received are accounted for.
