This position assists in the development, implementation, and coordination of Workforce functions needed to carry out Recovery Personnel ongoing activities. The ideal candidate will possess experience to include reporting, timekeeping procedures, payroll functions, and administrative procedures. This position starts at a salary of $54,972.00 (IC-09).

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

Duties

In this position, you will support staffing and payroll requirements, maintain accurate recording and updating of employee information and the deployment of personnel utilizing FEMA's travel deployment system, including onboarding of new hires and the release of exiting employees. Typical assignments include:

• Determining personnel action requirements with managers and type of action required.
• Prepares the Request for Personnel Action, SF-52 to include recruits actions, promotions, terminations, resignations, etc. in a timely manner.
• Retrieves workforce management information reports, analyzes data, verifies accuracy, and takes necessary corrective action.

You qualify for this position at the IC-09 level (starting salary $54,972) if you possess the following:

One full year of specialized experience equivalent to the IC-07 level in federal service. Specialized experience for this position includes 1) Analyzing, troubleshooting, and/or making recommendations to provide advice to staff on human resource policies or procedures; 2) Supporting human resources and/or payroll activities for an organization through the use of computerized databases; 3) and Producing reports, charts, or graphs.

Combination of education and experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
