In this position, the incumbent performs emergency management work related to disaster recovery, including managing and coordinating with other entities the recovery from emergencies and disasters. This position starts at a salary of $82,304 (IC-12).

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

Duties

In this position, the incumbent performs emergency management work related to disaster recovery, including managing and coordinating with other entities the recovery from emergencies and disasters.

Typical assignments include:

• Interprets laws, regulations, and policies applicable to FEMA’s disaster recovery efforts.
• Evaluates disaster recovery processes, plans, standard operating procedures, and guidance for compliance with established emergency management directives, regulations, and policies.
• Manages deliverables of disaster recovery program management
• Ensures effective and efficient tracking and program management for open public assistance disaster declarations.
• Prepares Presentations, Briefings for Division, Region, HQ Leadership and External Partners.
• Performs various reporting functions for disaster recovery operations.
• Facilitates communications to create a shared understanding and integrated perspective across all recovery programs

You qualify for this position at the IC-12 level (starting salary $82,304) if you possess the following

You must demonstrate one full year of specialized experience equivalent to the IC-11 level in federal service. Specialized experience for this position includes 1) prioritizing work and managing deadlines; 2) providing guidance to internal and external customers regarding recovery management initiatives; 3) preparing reports, presentations and/or briefings; 4) conducting projects and studies to recommend ways to improve program effectiveness; 5) using databases to track resources or projects and develop reports or strategic planning documents.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
