About the Position:This position is with the Directorate of Emergency Services located at Aberdeen Proving Ground MD. 
APG Sits on more than 72,500 acres in Harford County, MD and offers recreation, sports, golf, pools, child/day care facilities. The area offers housing, public, private & parochial school systems, and major colleges. Baltimore, Wilmington and Philadelphia offer additional cultural & recreational activities.

NOTE: This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.

Duties

As a Security Guard, you will perform access control and patrol duties on a military installation for the purpose of safeguarding Government personnel, information, operations, and critical assets in accordance with a wide variety of Federal rules and agency/local regulations/policies. In addition, you will:

• Perform security guard duties in accordance with appropriate regulations to detect and prevent theft, damage, accident, trespass, sabotage and espionage and to enforce the security regulations of the installation.
• Verify identification through use of identification cards, badges, biometrics, automated records, vehicle decals, verbal questioning, and other means.
• As initial point of contact, answers brief visitor questions, determines whether appropriate authorization for access exists, and provides assistance.
• Records visitor information and purpose of visit, as necessary; and may issue daily passes or refer visitor to another location to obtain special passes.
• Conducts foot or vehicle patrol of perimeters, roadways, parking and other high traffic areas as well as interior of shops, storage administrative and other structures.
• Reports accidents and incidents to police and take charge at the scene until their arrival.
• Detains violators, identifies witnesses and renders first aid to the injured commensurate with training certification.
• Receives instruction and training in the application of security procedures, laws, guard orders, vehicle operation, basic first aid including cardiopulmonary resuscitation (CPR), search and seizure, self-defense, riot control, use of weapons, recognition of intoxication, two-way communications equipment, and accident site preservation, use of force continuum and other forms of deadly force such as remotely activated anti-vehicle barriers, etc.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. To qualify based on your experience, your resume must describe at least six (6) months of general experience AND 6 months of specialized experience. NOTE: In the federal government there is no specialized experience for the GS-03 grade level it is general experience.
General experience is defined as: work that involved following written procedures, rules, or regulations in contacts with coworkers, supervisors, or members of the public to provide a service, respond to inquiries, or obtain information. Specialized experience is defined as: work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

Two years above high school at an accredited college or university in any subject. (Note: You must attach a copy of your transcripts).

OR

Successful completion of training in an accredited technical school that covered subjects such as physical security procedures, local laws, or investigative techniques.

OR

A combination of general/specialized experience and education above high school.

• Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
• You will be required to provide proof of U.S. Citizenship.
• Two year trial/probationary period may be required.
• Direct Deposit of Pay is Required.
• Must participate in Army Drug Program, IAW AR 600-85.
• Must obtain certification in Individual Reliability Program.
• Must complete CPR certification and First Aid training.
• Must pass an initial weapons qualification test.
• Must be able to work in inclement weather.
• Must complete pre-employment physical.
• Must pass a physical agility test and annual physicals.
• Perform shift work to include evenings, nights, weekends and holidays.
• Subject to the Lautenberg Amendment to the Gun Control Act of 1968.
• Must pass an initial and periodic medical evaluations.
• Must possess and maintain a valid state drivers' license.
• Must wear prescribed uniform.
• Must be willing and able to wear chemical protection equipment.
• Must be certified in the use of aerosol irritants and baton.
• Must be able to lift and carry up to 150 lbs.
