Duties

NOTE: These positions are TEMPORARY appointments (not-to-exceed 9/5/2017). This appointment may be renewed for additional service in accordance with Agency needs for 1 additional year. Temporary positions offer health insurance (if the employee is expected to work at least 130 hours per month for at least 90 days) but do not offer life insurance or retirement benefits and may be terminated at any time before the expiration date. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

NOTE: Intermittent employment is defined as non-fulltime employment in which employees serve under an excepted or competitive service appointment without a regularly scheduled tour of duty. A position with an intermittent work schedule is sporadic and unpredictable so that a tour of duty cannot be regularly scheduled in advance. Intermittent positions offer health insurance only if the employee is expected to work at least 130 hours per month for at least 90 days.

These positions are located within the Division of Rehabilitation Service at the Martinsburg VA Medical Center in Martinsburg, WV. The Recreation Assistant (Lifeguard) provides lifeguard services during the swimming pool season. Major duties and responsibilities include but are not limited to:

• Cleans the interior of the pool and locker room;
• Performs pH and chlorine measures;
• Enforces swimming pool rules on safety, conduct, and cleanliness;
• Checks locker rooms and restrooms periodically for needed cleaning and to ensure safety of patrons; and
• Performs other related duties as assigned.

Work Schedule: Intermittent, Sunday through Saturday, 11:00 am - 7:30 pm.

Qualifications

English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. ~AND~

This position includes two Selective Placement Factors (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factors for this position are: You must hold a current Red Cross lifesaving certificate AND a current Cardiopulmonary Resuscitation (CPR) certificate. You must submit copies of your certifications with your application to receive credit. ~AND~

In addition to meeting the English Language Proficiency and Selective Placement Factors, to qualify for this position at the GS-2 level, you must meet one of the following requirements:

Experience: You must have at least three (3) months of general experience in (1) any type of work that demonstrates your ability to perform the work of the Recreation Assistant (Lifeguard), or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~
Education: Successfully completed high school graduation or the equivalent. NOTE: A copy of your high school diploma and/or transcript must be submitted with your application materials. Education cannot be credited without documentation.

You will be rated on the following Competencies as part of the assessment questionnaire for this position:

Physical Requirements: The work requires the person in this position to swim and lift people.
The work of this position is performed at an outside swimming pool and pool-house at a VA Medical Center. The person in this position is expected to comply with Occupational Safety and Health Administration (OSHA), medical center, and service policies and procedures regarding standard precautions against exposure to contagious, infectious, and bloodborne diseases, work area hazards, and chemical hazards.
