The selectee for this position serves as a Quality Assurance Specialist (Shipbuilding) in the Conversion and Repair division of Supervisor of Shipbuilding (SUPSHIP) Gulf Coast.
THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

Duties

As a Quality Assurance Specialist (Shipbuilding), duties may include, but are not limited to:

1. Developing, implementing and coordinating activity and department quality functions.
2. Analyzing and determining adequacy of Contractor's inspection/quality programs.
3. Monitoring new ship construction or repair for compliance to Navy specifications, standard work items, and military standards.
4. Demonstrating the ability to read blueprints, drawings, technical manuals, ship specifications, military and commercial standards and specifications.

• Travel is dependent upon position description and availability of funding.

• Relocation expenses (i.e. PCS) or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations, command policy and available command funding.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume must demonstrate specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector evaluating contractors' conformance with contractual quality requirements in support of the conversion or repair of shipboard equipment or systems.

Successful completion of a Ph.D. or equivalent doctoral degree, which includes or is supplemented by a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in a major study field as listed above.
-OR-Successful completion of an LL.M. degree in a major study field as listed above.

A combination of experience and graduate education as described above that equates to one year of experience. Education must include courses in a major study field as listed above.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final Secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.  Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Selectee will be required to successfully complete a pre-appointment physical examination.

Work is performed in an office setting part of the time, aboard naval vessels in varying weather conditions, and in contractor's plants, which involves moderate risks and requires safety precautions.
Work requires the possibility of exposure to fumes from paint, fuels, and chemical used in various processes. Work requires occasional sea duty.

This position is eligible for part time, full time or ad-hoc telework.
