The mission of the Fleet and Family Readiness (FFR) Programs team is to maximize the physical, emotional and social development of the Navy family. FFR enables a ready Navy force through its Fleet Readiness, Family Readiness and Housing Programs. We service all non-appropriated fund (NAF) employees who work for Morale, Welfare and Recreation (MWR), Navy Gateway Inns & Suites (NGIS) and Bachelor Housing (BH) throughout the Fleet and Family Readiness Program for the Naval District Washington (NDW) Region.

Duties


This position is located in the Fleet and Family Support Center (FFSC).  The Fleet and Family Support; Program (FFSP)is the Navy's primary agency for the delivery of an array of human services intended to enhance the stability and self-sufficiency of individuals and families, resulting in increased operational readiness.  All FFSP direct services are provided by the regional storefronts, and they fall into three main categories: Career/Retention, Deployment/Readiness, and Crisis Response.  Diverse methods for delivering services include providing information and referral, educational instruction or training and professional counseling. The position is the health care and/or social science Professional in the New Parent Support Program. The primary purpose of this position is to oversee the provision of parent education and support services by means of home visitation as a member of the New Parent Support Program (NPSP). The program is designed to provide home-based education for child abuse/neglect prevention services to expectant and new military parents. The incumbent is an integral part of the assessment, referral and perinatal care of Navy families serviced under this program.
Under the direction of Counseling and Advocacy Program (CAP) Services/FAR NPSP will provide coordination, technical expertise, and management of a program that provides services for community based families to provide education and support for at risk parents.
 Duties are to include:
Serve as the local program coordinator for the NPS program at the Fleet and Family Support Center. Primary function of the position is to oversee and advise on services involving the assessment and identification of risk factors for family abuse. Program provides home visits to alleviate conditions which cause exacerbate family violence, (e.g., child growth and development, infant newborn behavior, stressors associated with new parenting role). Develops and oversees the development of intervention plans for identified families collaborating with other agencies when required. Assesses bonding, maternal-child attachment, and psychological support. Assesses and observes the family members, and others: observes the environment; reviews psychological history and takes appropriate action. Assesses the developmental status of children in client families and develops a care plan to address identified developmental delays. Crisis intervention skills are required.
Plans,coordinates and implements program to provide education and support services for expectant parents during their pregnancy including prenatal/postpartum education programs with individualized center and home-based assessment and follow-ups. Independently plans and carries out work in the operation of the New Parent Support Program. Oversees case management activities for NPSP to ensure goals and physical, mental, and educational individual/family needs in relation to pregnancy, early childhood development, and personal life skills are met.
Provides technical expertise for New Parent Support Support Program, Determines materials, equipment, supplies, and facilities needed for the NPSP. Develops annual financial data for administration and budgeting when requested.
Maintains record keeping and quality assurance audits for NPS program. ensures compliance with Family Advocacy NPS program Quarterly Report submissions, and other requirements of local management information system. Supervises the maintenance of case files in order to compile statistics to document work and program data in accordance with local CAPS requirements.
Ensures compliance with all applicable policies, procedures, and regulations of the New Parent Support Program in accordance with established Navy Family Advocacy Program and Department of Defense prevention standards. Establishes close liaison with local military and community agencies or groups who can provide appropriate preventative interventions to select military families. Consults with Family Advocacy Program staff on family violence cases. Exercises professional judgment in the release/exchange of sensitive/regulated information. Responsible for coordination with a variety of military civilian and professional representatives, and organizations who are concerned with the same client or group of clients.
Identifies and attends trainings to meet required continuing education in child development, family violence dynamics, and other topics as appropriate. Markets prenatal and postnatal home visiting program. Provides health care education and assist individuals in accessing appropriate health care resources. Gives educational, and marketing presentations t Navy Community Programs staff, military treatment facility personnel (such as Pediatrics, OB/GYN, Family Practice Practice and CAPS), civilian community hospital staff and local agencies.
