This position is located in the Office of the Chief Administrative Officer, Office of the Chief Human Capital Officer, Human Capital Operations.
  
Selectee will work Shift 1 and have a tour of duty of 8:00am to 4:30pm

Duties

This position is located in the Human Capital Operations Division.  The incumbent of this position serves as a Junior Human Capital Assistant, providing a range of Human Capital (HC) technical and administrative support to the team and assigned organizations.  Functions include personnel action processing, recruitment and placement, position management, classification, compensation, employee relations, and operational performance management.
Principal Duties:

• Assists a team of HC Specialist in providing the full range of recruitment, placement, position management, classification, compensation, performance management, employee relations, and personnel support services to managers and employees.
• Reviews incoming requests for personnel action (SF-52) for type of action, adherence to requirements, completeness and accuracy of request and supporting documents.
• Responds to customer inquiries on such matters as procedures for filing applications, status of recruitments, kinds of vacancies in the organization, etc.
• Manages pre-employment process for new hires.  Coordinates all pre-employment requirements and conducts reference checks.  Screens pre-employment forms for accuracy and completeness; and assists selectees in filling out forms when needed.
• Provides basic guidance to managers and others concerning position management and classification procedures and requirements (e.g. explains desk audits, accretion of duties, and position validation requirements).
• Enters required data for personnel actions into automated personnel data systems assuring accuracy of the data entered.
• Establishes, maintains, and closes out recruitment files and other required records.

Qualifications

Applicants may qualify at the PG-07 grade level if they meet the following specialized experience identified below:
Specialized Experience for the PG-07 Grade Level:
One year of specialized experience at the PG-06 (or equivalent) level or higher.  Examples of qualifying specialized experience include: coding and processing a variety of personnel actions in an automated HR payroll/personnel system (EmpowHR or similar); responding to applicant questions concerning the application process, status of applications, etc., in an automated HR System (i.e. USA Staffing or similar); coordinating pre-employment process requirements for new-hires and re-hires, arranging background screening, screening pre-employment forms for accuracy and completeness; and establishing and maintaining electronic Official Personnel Folders (eOPFs).
