Summary

About the Agency

The selectee will serve as a Contract Specialist in the WHS Acquisition Directorate.

The mission of AD is to provide the full range of acquisition and contracting services from acquisition planning to contract close-out as the single enterprise contracting office (SECO) for the Secretary of Defense (SecDef); serving OSD components in and around the National Capital Region and beyond, enabling them to effectively and efficiently execute their missions.

Washington Headquarters Services was established as a Department of Defense Field Activity on October 1, 1977, as part of a DoD headquarters streamlining initiative. Approximately 1,200 civilian and military employees as well as contract staff are organized into 12 directorates and offices. WHS personnel contribute to the mission of our Defense customers by managing DoD-wide programs and operations for the Pentagon Reservation and DoD leased facilities in the National Capital Region. WHS is organizationally aligned under the Director of Administration for the Office of the Deputy Chief Management Officer.

Duties

As a Contract Specialist, you will be responsible for the following duties:

• Perform all pre-award contracting functions related to fixed-price, cost-reimbursement, or a combination of contract types and methods.
• Develop acquisition plans and milestones based on contract type and service delivery model.
• Conduct pre-solicitation and pre-proposal conferences.
• Coordinate actions with customers, legal counsel, technical, financial, and small business utilization specialist,
• Resolve delivery schedule problems and negotiate delivery schedule changes.
• Responsible for basic pricing actions and determining price reasonableness.

Qualifications

Applicants must meet the BASIC EDUCATION REQUIREMENTS as follows:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND have at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (This requirement can be obtained within the degree or in addition to the degree.)

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the Simplified Acquisition Threshold in any Federal agency, OR (2) served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

For NH-02, you must fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the NH-01 (GS-04 & below) in the Federal service that demonstrates your ability to perform all pre-award and post award functions, solicit and award contracts for commercial items; provide advice on acquisition regulations and requirements; drafting and issuing request for quotes; evaluating quotes; and conducting negotiations and issuing the award; OR

B. A 4-year course of study leading to a bachelor's degree OR

C. Combination of Education and Experience as listed above. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. It will be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. The weight of semester and quarter hours have been defined above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Unless otherwise stated: (1) official or unofficial transcripts are acceptable, or (2) you may submit a list with all of your courses, grades, semester, year, and credit for the course. All materials must be submitted by the closing date of the announcement.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. • This position requires DAWIA (Defense Acquisition Workforce Improvement Act) Level II certification in Acquisition Career Field C (Contracting) or equivalent within 24 months of assignment to the position.
